Stafford County, with the Board of Supervisors' support, has made improving transportation for residents a top priority. This year, the County is investing $70 million in road improvement projects across the community to enhance roadway safety, improve accessibility, and reduce congestion. Four major projects are currently under construction this fall and are being locally administered by Stafford County. Additionally, several projects are in the pre-construction or engineering and design phases.
The projects selected were based on community input through surveys and the 2019 Transportation Bond Referendum. The Board of Supervisors has championed a transportation program to complement the work of the Virginia Department of Transportation (VDOT).
Projects Under Construction:
The Route 1 and Courthouse Road Intersection Improvement Project ($29,498,329)
Construction began in May 2025 to widen Route 1 and improve the roadway between the intersections with Courthouse Road and Bells Hill Road/Hope Road. Route 1 will be improved to a four-lane, median-divided roadway, with traffic signal and pedestrian safety improvements, including crosswalks and sidewalks. Courthouse Road intersection improvements will include the addition of left-turn lanes.
The Telegraph Road and Woodstock Lane Improvement Project ($12,489,437)
The project began construction in April 2025 and will realign the intersection of Route 1 and Telegraph Road and provide safety improvements at the Route 1 and Woodstock Lane intersection. Route 1 will be widened, with a concrete median added, allowing for a protected left-turn lane and access management improvements at both Telegraph Road and Woodstock Lane. Through the end of the year, pavement widening work will continue along the southbound lanes of Route 1.
The Berea Church Road Improvement Project ($12,559,494)
The project has been under construction since April 2024. The project will reconstruct Berea Church from its intersection with Truslow Road to its intersection with Route 17. At the beginning of November, Berea Church Road will be fully closed from Berea Knolls Drive and Brimley Drive to Fleet Road for the next phase of construction. The previously closed section of Berea Church Road from Berea Knolls Drive and Brimley Drive to Truslow Road will be reopened at that time.
The Staffordboro Boulevard Sidewalk Project ($2,147,296)
The project has been under construction since July 2025 to construct a sidewalk along Staffordboro Boulevard between the Juggins Road Connector and Pike Place, as well as crosswalks at road crossings. The sidewalk will provide pedestrian accommodations for several communities along Staffordboro Boulevard, connecting to existing sidewalks at Staffordboro Boulevard and Juggins Road Connector, as well as at Staffordboro Boulevard and Pike Place. Crosswalks, ADA-accessible ramps and detectable warning surfaces will provide a more accessible sidewalk network.
Projects in Design:
The Stefaniga Road and Mountain View Road Intersection Improvement Project ($9,715,194)
The project will realign the intersections of Stefaniga Road and Lightfoot Drive at Mountain View Road to construct a roundabout. Construction is scheduled to begin in the summer of 2027.
The Poplar Road and Truslow Road Project ($3,640,739)
The project will construct additional left- and right-turn lanes at the Poplar Road intersection with Truslow Road and Robeli Farms Drive. Construction is scheduled to begin in the summer of 2027.
Brooke Road Flood Mitigation and Resiliency Project ($12,814,516)
The project involves raising the road above the 100-year floodplain between Raven Road and Maplewood Drive. Stafford County recently secured more than $10.25 million in federal funding through the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Grant Program. Construction is scheduled to begin in 2027.
Route 1 and Enon Road Improvement Project (Bond - $26,376,136)
The project will improve the intersection of Route 1 and Enon Road by adding a northbound left-turn lane from Route 1 onto westbound Enon Road and widening Enon Road to include sidewalks up to the I-95 overpass. Construction is scheduled to begin in 2028.
The Mine Road and Greenspring Drive Project ($3,081,007)
The project will create additional sidewalk connectivity and construct crosswalks at the intersection of Mine Road and Greenspring Drive.
The Kings Highway and Chatham Heights Road Project ($4,398,842)
The project consists of creating new connectivity between Chatham Bridge and the Chatham Heights neighborhood. A new sidewalk, crosswalk and shared-use path will be constructed along Kings Highway and Chatham Heights Road. · The Route 1 at Eskimo Hill Road and American Legion Road Improvement Project ($4,069,554) The project will improve intersection safety and reduce congestion. Additional turn lanes will be added to American Legion Road and Eskimo Hill Road to improve sight distance and safety.
Shelton Shop Road Improvement Project (Bond - $33,326,471)
VDOT Fredericksburg District is managing the project and will widen and reconstruct Shelton Shop Road between Mountain View Road and Winding Creek Road. Additionally, it will provide improvements at the Shelton Shop Road intersections with Mountain View Road, Courthouse Road and Winding Creek Road. A design public hearing will be held on Monday, November 10, from 5-7 p.m., at North Stafford High School, and will be held in an open-house format.
The Onville Road Improvement Project (Bond - $29,968,870)
The project has completed the design phase and is now in the right-of-way stage. Onville Road will be widened to provide a two-way left-turn lane and sidewalks on both sides of the roadway. This will improve roadway operations by providing space for left-turning vehicles without interrupting through traffic and support improved safety along the corridor.
Several other projects are in the engineering and design phase, including Route 1 and Layhill Road, US-17 Business at RV Parkway, and Leeland Road.
In addition, the Board of Supervisors moved forward with safety improvements totaling $13 million to provide additional shoulder widening, known as wedge widening, as part of the 2019 Transportation Bond. Safety widening enhances rural roadway safety on various roadways throughout the County by widening the existing pavement section by approximately two feet on either side. The roadway is then overlayed with asphalt to create a wider pavement section, helping to increase safety and reduce run-off-the-road accidents. The Board approved a boost in funding for the program, and 10 projects are planned for completion in cooperation with VDOT over the next two years. The Board also approved 14 small road improvement projects for safety enhancement to move forward from the County's Secondary Six-Year Plan.
