ATTORNEY GENERAL RAOUL CHARGES SUBURBAN COOK COUNTY WOMAN FOR DEFRAUDING STATE PROGRAM SERVING INDIVIDUALS WITH DISABILITIES

May 12, 2026

Chicago - Attorney General Kwame Raoul today announced charges against a Glenview, Illinois woman who allegedly stole more than $44,000 by defrauding a state program that assists individuals with disabilities.

Attorney General Raoul's office charged Deborah Mazeika, 56, with two counts of Class 1 felony theft, each punishable by up to 15 years in prison; one count of Class 1 felony vendor fraud, punishable by up to 15 years in prison; and one count of Class 3 felony forgery, punishable by up to five years in prison. Sentences are ultimately determined by the court. Mazeika's next court appearance is scheduled for June 23, 2026.

"Illinois' Home Services Program provides essential services to thousands of Illinoisans with disabilities, allowing them to remain in their homes," Raoul said. "It is unconscionable that someone would exploit this vital program for their own financial gain. I will continue to work with state government partners to identify fraud and hold those accountable who steal from taxpayers and our most vulnerable residents."

Raoul alleges that Mazeika submitted false claims to the Illinois Department of Human Services (IDHS) for services provided under the Home Services Program. The program provides services to individuals with severe disabilities, allowing them to remain in their homes and live as independently as possible. Mazeika allegedly submitted false claims and received payments from the state for services she claimed she had administered on dates and times that she was working in-person at another job. Claims Mazeika submitted also overlap with dates that the intended recipient of the services was admitted to in-patient and long-term care facilities.

The Attorney General's office is prosecuting this case following an investigation by Raoul's Medicaid Fraud Bureau. IDHS referred the case to Raoul's office.

Assistant Attorney General Daniel Duffy is prosecuting the case for Raoul's Medicaid Fraud Bureau.
