Courtney Swim Boynton to Serve as Revenue Deputy Commissioner and Chief Operating Officer; Current Deputy to Depart in June

NASHVILLE, Tenn. - The Department of Revenue is pleased to announce the promotion of Courtney Swim Boynton as deputy commissioner and chief operating officer, effective immediately.

In this role, Boynton will oversee the department's customer-facing operations, including Audit, Collection Services, Taxpayer Services, and Vehicle Services. She will also continue to lead the department's Human Resources, Legislation, Research, and Tax Policy divisions.

Boynton joined the department in 2017 and has held roles of increasing responsibility, including assistant general counsel, legislative director, and, most recently, chief of staff.

"We are excited for Courtney to step into this leadership role," Commissioner David Gerregano said. "Her experience, professionalism, and strong relationships across the department will serve Revenue and Tennesseans well."

Boynton will serve for a period alongside current Deputy Commissioner Christine Lapps, who will be departing in June.

"Serving the Department of Revenue and the people of Tennessee has been one of the greatest honors of my career," Deputy Commissioner Lapps said. "I am grateful for the opportunity to work alongside talented colleagues who care so much about public service. I leave confident in the department's continued success and mission."

Lapps first joined the department in the late 1990s. After spending some time in the private sector, she returned to the department as deputy commissioner in 2019. She has been a key member of the executive team, shaping strategic initiatives and overseeing major operational divisions as well as the administrative hearing office.

"Christine's steady guidance, advocacy for employees, and commitment to improving taxpayer service have strengthened this department and the customers we serve," Commissioner Gerregano said. "We wish her every success in her next chapter."
