STATEMENT BY NEW YORK STATE THRUWAY AUTHORITY EXECUTIVE DIRECTOR FRANK G. HOARE, ESQ. REGARDING THE NEW TOLL MANAGEMENT SERVICE PROVIDER PROGRAM

Remarks Delivered at the December 10, 2025 Thruway Authority Board of Directors Meeting

"In October, we announced a new Toll Management Service Provider program, included this information on our website, advertised in the Contract Reporter and began accepting applications from companies interested in offering toll management services to the commercial trucking industry.

Since the early 2000s, there were agreements with two companies that established Commercial Accounts with consolidated toll bills on behalf of individual trucking companies. Since that time, the tolling landscape has vastly changed with the introduction and now the prevalence of cashless tolling. Our team looked at the agreements with the goal to update the terms and mitigate exposures and for the benefit of the commercial trucking industry.

The commercial trucking industry is the lifeline of our economy here in New York and in the nation. During COVID when the world came to a grinding halt, it was commercial drivers who still went to work and delivered goods to keep us going. We value them tremendously.

Commercial vehicles traveling on the Thruway pay toll rates that are among the lowest in the nation. They pay 19 cents a mile. Compare that to the New Jersey Turnpike at 43 cents a mile. It's among the lowest in the nation. Over the next five years, we are committed to re-invest $2.8 billion into the system to ensure it remains one of the safest and most reliable highways in the world, for those very commercial truckers.
The new program is open to all potential vendors and allows any service provider that meets minimum qualifications to apply therefore enhancing competition and providing improved servicesand pricing for customers in the commercial trucking industry.

• It preserves NY E-ZPass discounts and increases transparency to the fees commercial fleets are charged by Toll Management Service Providers
• It ensures the proper governanceand oversight of service providers who elect to use the Authority's Commercial Charge Account Program to provide services to trucking companies.
• It limits liability and terminates outdated agreements.
• And finally, it reduces financial risk by increasing surety requirements. Risks include bankruptcy, fraud or mismanagement on the part of any Toll Management Service Provider.

Having said that we understand that change can sometimes be difficult but I want to be clear about portions of the program and misinformation that's flying around.

The new program has a one percent administrative fee charged to the Toll Management Service Provider, not the commercial trucking industry, which offsets the costs we incur to administer this program and allows them access our information that they use to operate and generate profits, considerable profits, for their business. Without access to this system, paid for by New York State tolling authorities, service providers would not be able to make the tens of millions of dollars they currently enjoy.

To be clear - this is NOT a toll increase or a change in the discounts we offer commercial drivers. If someone is saying otherwise they are not telling the truth.

Again, toll rates and applicable discounts are NOT changing for commercial fleets as a result of this new program. In fact, this new program protects the fleet owners and ensures they receive the 20 percent volume discount and ultimately they will benefit from increased competition in this service provider arena.
