Congressman Pat Harrigan Applauds Passage of Rescissions Act

WASHINGTON, D.C.-Early this morning, Congressman Pat Harrigan (NC-10) voted to pass H.R. 4, the Rescissions Act of 2025, after it advanced from the Senate. This landmark package eliminates over $9 billion in wasteful federal spending and marks the first major budget-cut legislation to clear both chambers of Congress in over a decade.

"This is a landmark win in the fight for fiscal sanity," said Congressman Harrigan. "For decades, Washington has refused to make even the smallest sacrifices to rein in spending, but the tide is finally turning. This bill proves it's possible to cut billions in waste without touching core national priorities. And it aligns with what the American people want: 80% support a balanced budget amendment. A vote for this bill was a vote to get our house in order. A vote against it was a vote to keep spending like nothing's broken."

The Rescissions Act of 2025 eliminates over $9 billion in unnecessary or misused spending, including:

• $1.1 Billion for the Corporation for Public Broadcasting
• $500,000 for electric buses in Rwanda
• $6 million for "Net Zero Cities" in Mexico
• $8,000 for promoting vegan food in Zambia
• $3.3 million for civic engagement in Zimbabwe
• $3 million for Iraqi Sesame Street
• $1 million for Voter ID in Haiti
• $18 million to improve gender diversity in the Mexican street lighting industry
• $21 million on wind farms in Ukraine
• $882,000 to fund social media mentorship in Serbia and Belarus

The bill was passed under the Impoundment Control Act of 1974 following President Trump's June 3 rescissions request, and now heads to his desk.
