The Gateway Development Commission (GDC) has awarded the contract for the Hudson Tunnel Project construction package that will bore and install the section of the new tunnel under the Hudson River - called "Package 1C: The Hudson River Tunnel Section" - to Traylor/Walsh/Skanska JV. The contract value for this project is $1.29 billion.
This contract is a critical component of the Hudson Tunnel Project, the cornerstone of the Gateway Program's effort to expand passenger rail capacity between New Jersey and New York City - creating tens of thousands of jobs and driving billions of dollars in economic activity in the region and across the country.
With the award of this contract, six of the ten construction packages that make up the Hudson Tunnel Project are now in progress or completed.
Orrick advised the GDC on the procurement structuring and award of Package 1C.

The GDC is a bi-state entity responsible for delivering the Hudson Tunnel Project, the most urgent infrastructure project in the country. It involves constructing a new two-track tunnel under the Hudon River and fully rehabilitating the existing 116-year-old North River Tunnel, finally delivering reliable rail transportation to hundreds of thousands of daily riders.
Package 1C includes the longest stretch of tunnel boring for the Hudson Tunnel Project - two new tunnel tubes under the Hudson River from New Jersey to the West Side of Manhattan. The project also includes construction of nine cross passages connecting the tubes, stabilizing light rail tracks, and constructing a permanent underground support system for a critical bridge.
Once the Hudson Tunnel Project is complete, rail travel up and down the Northeast Corridor will be easier, faster and more reliable. The Northeast Corridor is the most heavily used passenger rail line in the country, hosting more than 2,200 train movements and 800,000 passenger trips daily.
