The Islamic Revolutionary Guard Corps plays a central role in the violent repression of protests in Iran, in the serious and repeated violations of fundamental rights, and in the provision of operational, financial and military support to organisations and militias involved in terrorist acts and regional destabilisation.

The European Parliament has already called on the Council to add the Islamic Revolutionary Guard Corps and its subsidiary forces, including the Basij, to the EU terrorist list, pursuant to Common Position 2001/931/PESC. In addition, several of the EU's international partners have already designated it as a terrorist organisation.

However, to date, the EU has still not added the Islamic Revolutionary Guard Corps to that list, instead limiting itself to targeted sanctions.

  • 1.In view of the above, will the Council respond favourably to the European Parliament's calls, taking into account the severity and persistence of the wrongdoing, by adding the Islamic Revolutionary Guard Corps and its subsidiary forces to the abovementioned list?
  • 2.If not, can it provide the reasons for not doing so considering the legal criteria laid down in the common position?
