A meeting of the IPA CIS Permanent Commission on Economy and Finance was held at the Tavricheskiy Palace.
Member of the Permanent Commission of the National Assembly of the Republic of Armenia on Regional and Eurasian Integration Issues Alexey Sandykov was unanimously re-elected Chair of the Commission. Chair of the Standing Committee for Economy, Budget and Finances of the Council of the Republic of the National Assembly of the Republic of Belarus Roman Brodov was elected Deputy Chair.
Professor of Saint Petersburg State University of Economics Elena Yakovleva and Chief Adviser to the Apparatus of the Committee of the State Duma of the Federal Assembly of the Russian Federation on State Building and Legislation Aleksey Filimonov presented the results of work on the draft Model Law on Strategic Planning.
It was noted that the document is aimed at developing a risk-resilient methodology for adaptive, problem-oriented planning in conditions of high uncertainty. Following the discussion, the draft was submitted for consideration at the next plenary session of the Assembly.
A revised version of the draft Model Law on Electronic Signature will be circulated to the parliaments of CIS Member States for review. The document was presented by Associate Professor of the Faculty of Law of Saint Petersburg State University Aleksandr Alekseenko.
The draft Model Law on Cross-Border Insolvency and Bankruptcy will also be sent to the parliaments of the Commonwealth for comments. Further details on the drafting process were provided by Deputy Head of the Department of Legal Regulation of Business, Faculty of Law, National Research University Higher School of Economics Elena Mokhova and Associate Professor at the Russian School of Private Law of the Research Centre for Private Law named after S.S. Alekseev under the President of the Russian Federation Oleg Zaitsev. Sergey Seliverstov Managing Director for Legal Support of Administrative and Economic Activities and Judicial Work at the Russian Export Center, also took part in the discussion.
The Commission members considered the draft Model Law on Platform Work. The rapporteur, Partner and Head of Infrastructure and Public-Private Partnership Practice at the law firm "VERBA LEGAL" Alexander Dolgov presented information on the stages of preparation and development of the draft. It was noted that representatives of parliaments, subject-matter experts and trade unions had participated in the work.
The draft law is intended to establish the foundations for harmonized regulation of platform work across the CIS, taking into account labor mobility. It was decided to request the IPA CIS Council to submit the approved document for consideration at a plenary session of the Assembly.
Deputy Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Budget and Financial Markets Andrey Epishin proposed establishing an IPA CIS working group to develop a draft Model Law on Stimulating Tradable Infrastructure Debt Instruments.
In addition, participants discussed proposals for the draft Prospective Plan of Model Lawmaking in the Commonwealth of Independent States and reviewed the results of the Commission's work for 2025.
