Second and Fourth Street Intersection Improvements Project Update

As part of the Second Street and Fourth Street Intersection Improvements Project, the Department of Public Works has worked closely with the San Rafael Fire Department and the San Rafael Police Department to ensure continued emergency vehicle access in the project area.

This collaboration has focused on maintaining reliable emergency vehicle access to West End Street and Marquard Avenue from Second Street and Fourth Street while improving overall traffic operations and safety.

Several project elements have been jointly reviewed and approved by Public Works and the San Rafael Fire Department. A letter describing the proposed improvements, including a diagram detailing the design elements, can be found here: Emergency Vehicle Access Elements Document

Approved design features-including a raised median, pavement markings, striping, delineators, and added signage-will limit non-emergency left turns from westbound Second Street toward West End Street and Marquard Avenue, while still allowing emergency responders to pass through the intersection efficiently.

Emergency vehicles will be able to cross the raised median without significant measurable delays. In addition, the project introduces a new emergency access route from westbound Fourth Street, improving safety and expanding response options for emergency services.

The City carefully evaluates safety impacts for all roadway users when proposing changes to traffic patterns, including potential effects on emergency response. Based on extensive coordination and review, the Department of Public Works and the San Rafael Fire Department agree that the project will not negatively affect emergency response times or limit emergency personnel's ability to perform their duties.

The City remains committed to balancing traffic safety, neighborhood access, and emergency response needs as this project moves forward.
