IDOT seeking to preserve Disadvantaged Business Enterprises (DBE) program

New rules from the federal USDOT bar states from certifying DBEs based on race and gender. IDOT and partner agencies are seeking to preserve the DBE program by allowing DBE firms to recertify based on factors like economic hardship and social disadvantage. DBE firms need to provide a personal narrative and personal net worth statement for evaluation to prove that their owners are socially and economically disadvantaged.

Additionally, we have adjusted the November letting to focus on safety critical projects and give DBEs time to recertify. Most projects originally planned for the November letting will be forwarded to the January letting to allow time for the recertification process to proceed.

We strongly encourage all prime contractors and industry stakeholders to continue engaging, supporting, and hiring DBE firms during this period to help ensure fair access to opportunity and long-term economic inclusion.

IDOT is working hard to reach out to DBEs and provide support during this difficult time. Please help us share this information so that we can reach all DBEs and talk about the need for recertification:
