GENTEXT/REMARKS/1.  This message announces the 2026 Financial
Management Professional Development Program from 26 to 30
January, 2026 in Arlington, Virginia.
2. Background. The Deputy Commandant for Programs and Resources
(DC P&R) serves as the principal advisor to the Commandant of
the Marine Corps (CMC) on all financial matters and serves as
CMC's principal spokesperson on USMC program and budget matters
throughout the Department of the Navy (DON) and the Department
of War (DoW). The Marine Corps financial environment is
constantly evolving, driven by new regulations, emerging
technologies, and the ever-changing operational demands of a
modern force. The Financial Management Professional Development
Program is designed to address these dynamic challenges,
providing a critical forum for military and civilian financial
managers across the Marine Corps to collaborate, share best
practices, and receive up-to-date training. The Financial
Management Professional Development Program offers a unique
opportunity to foster a deeper understanding of current and
future financial policies, improve efficiency in business
practices, and enhance the overall financial stewardship
within the Marine Corps. By bringing together diverse
perspectives and expertise, this program aims to strengthen
the financial foundation that supports the Marine Corps'
mission readiness, operational responsiveness, and audit
success.
3. Mission. From 26 to 30 January, 2026, DC P&R will host a
Financial Management Professional Development Program in
Arlington, Virginia to address dynamic financial challenges
and to provide a crucial forum for Marine Corps financial
managers to discuss Defense Agencies Initiatives (DAI) related
issues, identify process improvements, collaborate on best
practices, and receive up-to-date training.
4. Agenda Design. The agenda is built around five main Lines of
Effort (LOE) that collectively drive improvement across the
Marine Corps' financial management enterprise.
4.a. LOE 1: Executive Leadership Forum: Provides an opportunity
for General Officers/Senior Executive Service across key business
areas to provide strategic direction and professional development
insights to frame the current and future state of financial
management.
4.b. LOE 2: DAI Data Governance Board: Addresses system performance,
data accuracy, and opportunities to streamline processes and
configuration.
4.c LOE 3: Budgeting and Execution Forum: Focuses on strengthening
execution through improved processes, aligned priorities, and
expert-led training.
4.d. LOE 4: Fiscal Division will update the force on audit progress,
internal controls, and disbursing operations.
4.e. LOE 5: Provides DAI L2 commands as well as finance/disbursing
offices an opportunity to share successes, challenges, and trends
to enhance communication, surface issues, and drive enterprise-wide
process improvement.
5. Output. Upon completion of the Financial Management Professional
Development Program, deliverables include an O-6 Informational
Brief and a General Officer/Senior Executive Service level plan
of action and milestones (POA&M) detailing the remaining actions
required for action items presented and produced during the program.
6. Coordinating Instructions
6a. Assistant Deputy Commandant, Resources will lead all coordination
efforts, to include location planning, agenda development, and
confirmation of briefers and invitees. As part of a collaborative
forum, DAI L2 through L4 representatives will be requested to brief
their priority issues, points of interest, and any concerns requiring
enterprise attention.
6b. Due to limited venue seating, DAI L2 commands will coordinate
registration efforts across their L3 and L4 organizations to
prioritize attendance while ensuring balanced representation of
civilians and Marines across the Marine Corps. Please adhere to the
following available allocations per DAI L2 commands.

6d. A detailed agenda, schedule, and welcome-aboard materials will
be provided to all registered attendees upon completion of the
registration period.
7. Administration and Logistics
7a. If in-person attendance is not feasible, virtual participation
will be authorized via Teams.
7b. The Financial Management Professional Development Program will
be conducted at CGI Headquarters, 1000 North Glebe Road, Arlington,
VA 22201. Facility business hours are 0800-1700 EST.
7c. Uniform for the is casual business attire for military and
civilian personnel.
7d. Attendees should bring laptops to facilitate breakout groups
exercises.
7e. TAD Funding: Participants executing TAD orders will use parent
command funding.
7f. Travel days will be 25 and 31 Jan.
7g. Continuing Resolution funding ends on 30 Jan, and the Financial
Management Professional Development Program will have already
concluded. Any lapse in appropriation will present low risk to
attendees, as 31 Jan is already designated as a travel day.
7h. Continuing Educations Training credits will be available to
all virtual and in person attendees.
7i. Civilian attendees are reminded that established policies
governing the approval of civilian exempted travel remain in effect.
8. This MARADMIN is applicable to the Marine Corps Total Force.
