Every affordable housing development starts with a purpose.

Meet Red Tail Crossing, a LIHTC Odyssey that became a 100% affordable and permanent supportive housing community in Los Angeles' Westchester neighborhood. After decades without a fully affordable housing development, Red Tail Crossing delivers 102 affordable homes and opens a new chapter for housing opportunity in the area.

The mission was ambitious:

• Create at least 100 affordable homes serving households earning 15% to 70% of the area median income (AMI)
• Provide 40 homes for formerly homeless individuals
• Boost family housing in a high-opportunity neighborhood
• Expand access to housing in a community historically shaped by exclusionary land-use restrictions

Like Odysseus setting sail, the destination was clear. But before the development could move forward, its partners had to confront a barrier with roots extending back more than 80 years.
