Maputo, Mozambique - In the context of an international military mission, operational effectiveness begins with people. Ensuring that every service member is properly integrated, prepared and ready to perform their duties is essential to collective success. Within the European Union Military Assistance Mission in Mozambique (EUMAM MOZ), this responsibility largely rests with Lieutenant Colonel Irina Dautartienė from the Lithuanian Armed Forces, who serves as J1 - Personnel Branch Chief - equivalent to a Human Resources Director in a private company.
Lieutenant Colonel Dautartienė brings to the Mission a solid background in personnel management acquired throughout her career in the Lithuanian Armed Forces. Her experience spans different levels, from tactical assignments to strategic roles within the Defence Staff and the Ministry of National Defence. Prior to joining EUMAM MOZ, she worked as a personnel expert within the Lithuanian negotiation group in a demanding multinational framework, an experience that strengthened her understanding of international personnel planning and coordination.
As J1 Chief, she plays a central role in the Mission's structure, overseeing personnel processes, managing rotations and ensuring close coordination with the various EUMAM MOZ branches, national representatives and European Union structures. Her work is fundamental to maintaining continuity, guaranteeing readiness and enabling the Mission to carry out its mentoring and support activities without disruption.
Representing Lithuania, a country strongly committed to the European Union missions, Lieutenant Colonel Dautartienė highlights that every national contribution matters in a collective effort. Her approach reflects the core values of the Mission, grounded in ethics, responsibility, confidentiality and respect for cultural diversity - key elements in a multinational environment.

This is her first participation in an international mission, a challenge she approaches with motivation and a strong sense of commitment. Guided by the Mission's motto, "Estamos juntos" - We Are Strong Together - she strongly believes that the work carried out by EUMAM MOZ contributes to strengthening security and stability in Cabo Delgado, creating a positive and lasting impact in Mozambique.
Through her professionalism and dedication, Lieutenant Colonel Irina Dautartienė exemplifies the importance of the human dimension in a European military mission, reminding us that behind every action on the ground stands a committed team working together in support of a common goal.
EUMAM MOZ is a non-executive mission with a mandate until June 2026. It focuses on the operational training cycle and maintenance, while also providing specialized training to enable the Mozambique Defence Armed Forces (FADM) to become self-sufficient in the fight against insurgency. EUMAM MOZ includes more than 80 military and civilian personnel from 12 nationalities, where Lithuania contributes with two elements.
