Five Boroughwide Chambers of Commerce Issue Joint Statement on Street Vending Legislation Negotiations

NEW YORK, NY, December 11, 2025 - The Bronx, Brooklyn, Manhattan, Queens, and Staten Island Chambers of Commerce today released the following joint statement regarding ongoing negotiations over Int 0431, which would expand the number of licenses that are available to vend food and merchandise on the sidewalks of New York City:

"Over the past several months, the Five Boroughwide Chambers of Commerce have engaged in productive negotiations on a street vending bill intended to support new entrepreneurs while protecting the commercial corridors relied upon by hundreds of thousands of small businesses. We sincerely thank Council Member Pierina Sanchez for her leadership and her clear willingness to negotiate in good faith. Her partnership has helped drive meaningful progress. However, additional time is needed to finalize a bill that fully meets the needs of all stakeholders.

"Responsible, comprehensive policy cannot be rushed. Despite everyone's best efforts, there is not enough time remaining this year to resolve the outstanding enforcement and oversight issues that are essential to a workable and fair framework.

"For these reasons, the Five Chambers of New York City cannot support the bill as currently written.

"On behalf of New York City's business community, we strongly urge the Council not to rush this legislation and instead continue negotiations in the new year. Together, we can finalize a balanced bill that supports our business landscape and ensures safe, orderly streets for all New Yorkers."
