"I am aware of reports that the Administration is exploring the possibility of moving the Individuals with Disabilities Education Act (IDEA) program from the Department of Education to the Department of Health and Human Services. Based on what has been reported, this proposal would mirror actions taken earlier this year to shift certain career and technical education programs to the Department of Labor, where day-to-day administration was transferred while the Department of Education retained oversight and leadership responsibilities.
Fundamentally, this arrangement would not alter the level of federal funding for special education programs but would shift which agency manages the program's daily operations. For Guam, that means services under the IDEA would continue, though coordination and oversight could occur through different federal channels. As a member of the House Committee on Education and Workforce, I remain committed to supporting individuals with disabilities and ensuring that any administrative changes are carefully reviewed, transparent, and implemented in the best interests of those we serve.
Any formal restructuring of the Department of Education or its core programs would ultimately require congressional action and oversight. My office remains actively engaged as these discussions develop and we will continue to monitor any proposed changes to ensure they reflect the unique needs and realities of Guam's students, families, and educators."
