(COLUMBUS, Ohio) - State Representative Tracy Richardson (R-Marysville) announced that the Ohio House of Representatives passed House Bill 464, legislation that works to support military families and Ohio's mission to be the most military-friendly state in the nation.
House Bill 464 exempts family childcare providers who are already certified by the Department of War from having to also obtain a duplicative license to operate in Ohio. The measure helps alleviate a sizable barrier for military families who need quality childcare - or who provide family childcare - by removing a redundant, unnecessary, bureaucratic barrier while ensuring strong standards for Ohio's children.
"During our traveling committee visits, the Veterans and Military Development Committee learned that one of the most compelling needs of our armed forces is access to safe, affordable child care," said Richardson. "Passing this legislation will assist in sustaining the presence of our armed forces here in the state and demonstrate our commitment to making Ohio the most military-friendly state in the nation."
The Department of War certifies its family childcare providers through a rigorous, comprehensive process. These federal requirements not only meet, but often exceed, the standards imposed by Ohio's licensure system through the Department of Children and Youth (DCY). However, when military-certified providers move to Ohio, they have to go through the licensing process via DCY as well - which costs money and takes time.
The bill, which was developed in consultation with the United States Department of War and the Ohio Department of Children and Youth, adds the Department of War's certified family childcare providers to the list of programs exempt from state licensure requirements.
House Bill 464 now goes to the Senate for further consideration.
