Capital Line South Extension: Full closure of 9 Avenue west of 111 Street

Starting on or around August 16, Ledcor, the Design-Build contractor for the Capital Line South LRT Extension (Phase 1) project, will fully close 9 Avenue west of 111 Street. The closure is required for removals, drainage, ductbank and utility work, road and trackwork. The closure is expected to last approximately 10 weeks.

Drivers will be detoured to 12 Avenue during the closure. Southbound traffic will not be able to turn left onto 12 Avenue East due to the single southbound lane in this area. Traffic will instead be detoured using 9 Avenue East.

Crews will work extended hours and overnight when necessary to complete the work as quickly and safely as possible.

Five traffic lanes will be open at 12 Avenue West:
  • Two eastbound-to-northbound left-turn lanes.
  • One eastbound through/right-turn lane (southbound).
  • Two westbound through lanes into Twin Brooks to maintain traffic flow and reliable access for emergency vehicles.
The City and Ledcor are aware of community concerns about emergency vehicle access to and from Twin Brooks during the upcoming closure and will take the following measures to help maintain safe and reliable emergency access:
  • Emergency services will use 12 Avenue as the primary route to and from Twin Brooks; however, Ledcor will maintain a construction access large enough to accommodate emergency vehicles through the closed intersection whenever possible, subject to construction progress.
  • Signs in the construction zone will direct emergency services to the access point.
  • Emergency services will dispatch vehicles using the quickest available route at the time of an emergency.
  • Emergency services are aware of all current and upcoming closures in the area.
Pedestrians and cyclists travelling north and south can continue to use the crosswalk on the west side of 111 Street at 9 Avenue. At least two of the four crosswalks at the intersection will remain open, with detour signs in place. Walkways may shift around work areas as construction progresses. Fencing, barriers and ramps will help pedestrians and cyclists travel safely through the work zone.

Bus Route 713 will detour to 113 Street and 12 Avenue during this work.
Parking will not be permitted on the east side of 113 Street to maintain bus access. Bus stop #4132 at 112A Street and eastbound 9 Avenue will be temporarily closed. Riders can use stop #4344 at 9 Avenue and eastbound 113A Street or stop #4428 at 12 Avenue and westbound 113 Street.

One lane remains open in each direction on 111 Street at the Blackmud Creek bridge until fall 2026. Drivers are encouraged to use alternate routes to help improve traffic flow to and from the community.

Accelerated intersection work
By fully closing key intersections in stages in 2026, Ledcor can complete most critical ground and trackwork at the same time, reducing disruptions in future years.
