BALTIMORE, MD (May 27, 2026) - The Maryland Department of Labor today announced the appointment of Angela Lagdameo Cabellon as Deputy Secretary for Modernization. This new role reflects growth in the scale and complexity of the Department's work.
"Ms. Cabellon brings a wealth of strategic and operational experience, which will serve the people of Maryland in a time of rapid change for our economy and our technological landscape," said Maryland Secretary of Labor Portia Wu. "We are delighted to have her leadership to guide the upcoming launch of Family and Medical Leave Insurance in Maryland-one of the most important and complex undertakings in the history of our agency."
In addition to focusing on the launch of FAMLI, Deputy Secretary Cabellon will work on other key modernization and cross-agency implementation efforts.

"I am passionately committed to the mission of modernizing government systems to maximize access to critical resources and ensure Marylanders can more easily connect to the services and opportunities they need to thrive."
Deputy Secretary Cabellon is an accomplished public sector executive with more than two decades of leadership experience spanning state and local government innovation, policy, workforce development, and social services. Most recently, she served as Chief of Staff to Howard County Executive Ball, where she oversaw strategic initiatives and community investment within a $3 billion budget, as well as data modernization and launching Howard County's first public performance dashboard. She also previously served as Assistant Secretary of the Maryland Department of Human Services.
Deputy Secretary Jason Perkins-Cohen will continue to oversee the agency's efforts in workforce development, professional licensing, unemployment insurance, and internal programs.
The Maryland Department of Labor also recently welcomed Andrew Stettner as Assistant Secretary for the Division Unemployment Insurance.
Assistant Secretary Stettner comes to this critical leadership role with more than 25 years of experience modernizing social insurance programs and workforce protections, both inside and outside government. His prior work includes serving as the Director of the Office of Unemployment Insurance Modernization in the U.S. Department of Labor, years of research and advocacy at The Century Foundation and the National Employment Law Project, and leadership roles related to benefits technology.
