Subject to AS 38.05.850, the Department of Natural Resources (DNR), Division of Mining Land & Water (DMLW), Southcentral Regional Land Office (SCRO) has received an application for the following development within a section line easement:

APPLICANT: Kelsey Kasper

PROJECT NAME: ADL 234744

GEOGRAPHIC LOCATION: Palmer, AK

LEGAL DESCRIPTION: Section 33 of Township 19 North, Range 1 East, Seward Meridian, Alaska.

EXISTING EASEMENT WIDTHS:

  • Section 33 of Township 19 North, Range 1 East, Seward Meridian; subject to a federal section line easement (SLE), 33 feet wide, along the north boundary.
  • Section 28 of Township 19 North, Range 1 East, Seward Meridian; subject to a state SLE, 50 feet wide, along the south boundary.

REQUESTED DEVELOPMENT: The applicant has requested approval of a public access development within two DMLW managed section line easements approximately 1175 feet in length and 60 feet in width, encompassing 50 feet in Section 28 and 10 feet in Section 33, for a total of 1.62 acres. The purpose of the proposed easement is to develop a non-paved driveway from N Mountain Trails Drive to the northeast corner of the applicant's parcel via the SLE. Construction activities will include clearing, grubbing, placement of D-1 fill, and compaction. The easement, if approved, may differ from that described herein.

COMMENTS: Comments should address the impact of the proposed development on current or future access uses of this existing easement. Comments must be in writing for consideration.

DEADLINE FOR COMMENTS: February 25, 2026

The public is invited to comment on this activity.
