Contracts for April 24, 2026

NAVY

Castelion Corp.,* Torrance, California, is awarded a $104,998,566 modification (P00001) to a firm-fixed-price order (N6833526F1022) against a previously issued basic ordering agreement (N6833526G0006). This modification exercises an option in support of Small Business Innovation Research Phase III effort, topic AF231-D026, entitled "Low Cost Highly Manufacturable Long Range Strike Weapon Production", to provide final early operational capability requirements, provide test and integration configurations of the Blackbeard Hypersonic Weapon, and complete live fire test events in the Indo-Pacific Command area of responsibility. Work will be performed in Torrance, California and is expected to be completed in January 2028. Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $33,983,566; and fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $71,015,000, will be obligated at the time of award, $33,983,566 of which will expire at the end of the current fiscal year. This contract action was competed. Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $29,329,364 cost-plus-fixed-fee contract to provide project management, logistics, sustainment, and systems engineering support. These efforts will support requirements definition, decomposition, and related studies for an F-35 Foreign Military Sales (FMS) customer to assist with defining requirements and prepare for operating and maintaining the F-35 Lightning II aircraft. Work will be performed in Fort Worth, Texas, and is expected to be completed in October 2027. FMS customer funds in the amount of $29,329,364 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The contract action was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001926C0138).

RCT Systems Inc.,* located in Baltimore, Maryland, is awarded a $18,291,139 cost-plus-fixed-fee modification to a previously awarded contract (N00024-21-C-4109) for research and development activities associated with advancement and improvement in current and future shipboard electric power and energy systems. Work will be performed in Baltimore, Maryland (68%); Fayetteville, Arkansas (19%); Tuscaloosa, Alabama (10%); and Tallahassee, Florida (3%), and is expected to be completed by March 2028. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $7,712,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Vectrus Systems Corp., Colorado Springs, Colorado, is being awarded $17,289,633 for firm-fixed-price modification P00011 to exercise Option Year Two under a previously awarded contract (N00604-24-C-0006) for the operation and maintenance of Navy communication, electronic and computer systems in support of the Naval Computer and Telecommunications Area Master Station Pacific. The exercise of this option will bring the estimated current value of the contract to $49,683,391. The original contract included a 12-month base period, four 12-month options and a six-month extension option in accordance with Federal Acquisition Regulation 52.217-8. The total value of the contract will be $92,761,973 if all options are exercised. Since the original contract award on April 29, 2024, the contract value has increased by $4,814,177. This increase is due to modifications arising from a newly negotiated collective bargaining agreement amounting to $4,564,212, as well as an increase in the ceiling for cost no-fee reimbursements totaling $249,964 to support ongoing and future maintenance requirements. Work will be performed on Oahu, Hawaii (94%); and in Geraldton, Australia (6%). Work is expected to be completed by April 2027; if all options are exercised, work will be completed by October 2029. Fiscal 2026 operations and maintenance (Navy) funds in the full amount of $17,289,633 will be obligated at the time of award and these funds will remain available through the duration of the option period, which extends until April 2027, the end of option year two. This requirement was originally solicited on a full and open, unrestricted basis with three offers received. Naval Supply Systems Command Fleet Logistics Center, Pearl Harbor, Hawaii, is the contracting activity.

Metron Inc., Reston, Virginia, is awarded a $9,568,357 cost-plus-fixed fee and cost only modification to exercise the option for development of Combat System signal processing, tracking algorithms, tools and display technologies for Undersea Warfare Systems including the Undersea Warfare Decision Support System and Advanced Processing and Capability Builds for Surface Ship and Submarine systems. Work will be performed in Reston, Virginia (95%); and Portland, Oregon (5%), and is expected to be completed by September 2027. Fiscal 2026 research, development, test and evaluation (Navy) funding in the amount of $1,423,260 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

SteelRock Technologies Ltd., London, United Kingdom, is awarded a $9,515,508 firm-fixed-price and cost reimbursement contract (M67854-26-C-0048) for the procurement of NightFighter Mini Systems and spares in support of Program Manager Ground Based Air Defense, Organic-Counter small Unmanned Aerial Systems (O-CsUAS). The O-CsUAS is an Urgent Statement of Need designed for air self-defense against the sUAS threat. Work will be performed in London, United Kingdom (100%). The delivery of supplies will be on or before Aug. 25, 2026. Fiscal 2024 procurement (Marine Corps) funds in the amount of $9,515,508 will be obligated at the time of award. This contract was awarded under the authority of 10 U.S. Code 2304(a)(2) Unusual and Compelling Urgency for other than full and open competition. AIR FORCE

Deloitte & Touche LLP, Arlington, Virginia, has been awarded an $82,100,000 firm-fixed-price call order for information technology, financial management, financial improvement, and audit remediation. This contract provides for financial audit remediation services for the Department of the Air Force. Work will be performed at Joint Base Andrews, Maryland; and Washington, D.C., and is expected to be completed by April 23, 2029. This contract was a competitive acquisition and four offers were received. Fiscal 2026 operations and maintenance funds in the amount of $30,714,761 are being obligated at time of award. Blue Yonder Defense Solutions, Dallas, Texas, has been awarded a $62,216,589 hybrid firm-fixed-price, labor-hour, and cost-reimbursement contract for Foundational Logistics Information Technology Enterprise Systems. This contract provides for a continuation of Foundational Logistics Information Technology Enterprise Systems activities to develop, configure, integrate, deploy, and sustain the system in a government-approved cloud environment. Work will be performed at Dallas, Texas, and is expected to be completed by Oct. 31, 2031. This contract was a sole source acquisition. Kearney & Co., Alexandria, Virginia, has been awarded a $24,459,735 firm-fixed-price task order under GSA OASIS+ for financial management workforce development support services. This contract provides for support for enterprise-level financial management certification, workforce development, and financial management hub platform sustainment in support of the Department of the Air Force. Work will be performed at the National Capital Region and is expected to be completed by March 20, 2031. This contract was a competitive acquisition and five offers were received. Fiscal 2026 operation and maintenance funds in the amount of $3,821,249 are being obligated at time of award. Infinity Technology Services LLC, Colorado Springs, Colorado, has been awarded a $21,212,096 firm-fixed-price contract for Missile Warning and Tracking Operations Support. This contract provides for Missile Warning and Tracking support for the Space-Based Infrared System and associated units. Work will be performed at Buckley Space Force Base, Colorado; and Beale Air Force Base, California, and is expected to be completed by April 21, 2031. This contract was a competitive acquisition and nine offers were received. Fiscal 2026 operations and maintenance funds in the amount of $3,656,665 are being obligated at time of award. M.C. Fuhrman & Associates LLC, Haddonfield, New Jersey, was awarded a $47,467,558 firm-fixed-price contract for operational, technical, and administrative support services, including engineering and facility studies, process evaluations, software and systems support, facility and laboratory modernization, sustainment, restoration and maintenance, safety, security, environmental and occupational health support, and infrastructure program coordination. Bids were solicited via the internet with one received. Work will be performed in Aberdeen, Maryland, with an estimated completion date of April 23, 2031. Fiscal 2026 research, development, test and evaluation, Army funds in the amount of $85,000 were obligated at the time of the award. Shannon & Wilson Inc., Seattle, Washington (W912DW-26-D-A020); Cornforth Consultants Inc.,* Beaverton, Oregon (W912DW-26-D-A021); Geotechnical Resources Inc.,* Tigard, Oregon (W912DW-26-D-A022); and Central Geotechnical Services LLC,* Tualatin, Oregon (W912DW-26-D-A023), will compete for each order of the $20,000,000 firm-fixed-price contract for geotechnical-related services. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of April 23, 2031. U.S. Army Corps of Engineers, Seattle District, is the contracting activity.

General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded a $13,520,927 modification (P00134) to contract W56HZV-22-C-0012 for Abrams system technical support. The modification brings the total cumulative face value of the contract to $1,026,849,722. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Feb. 27, 2027. Fiscal 2026 procurement of weapons and tracked combat vehicles, Army funds in the amount of $13,520,927 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY

UPDATE: American Surgical Instrument Repair LLC,* Punta Gorda, Florida (SPE2DH-26-D-0010, $15,600,000), has been added as an awardee to the multiple award contract for medical equipment and accessories for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DH-21-R-0002 and awarded Feb. 10, 2022.
