On behalf of the Association of California Water Agencies (ACWA), I am writing to encourage the legislature to increase funding for water and related natural resource issues in the 2026-27 budget and provide support for some proposed changes in the May Revise. ACWA represents approximately 470 public water agencies that are collectively responsible for 90 percent of the water delivered to communities, farms, and businesses in California. Specifically, this letter addresses the following:

1. Proposition 4 Allocations and Proposed Distribution Strategies
2. Greenhouse Gas Reduction Funding for Wildfire and Safe and Affordable Drinking Water
3. Support for Proposition 1 Redistribution
4. Support for the Healthy Rivers and Landscapes Program
5. Environmental Position Cuts
