Written Reply to Parliamentary Question on Distribution of Terminal 5 and Supporting Infrastructure's Development Costs Amongst Government and Other Stakeholders

08 Apr 2025In Parliament

Mr Leong Mun Wai asked the Minister for Transport what is the estimated distribution of the costs for developing Changi Airport Terminal 5 and supporting infrastructure in Changi East between (i) the Government (ii) passengers (iii) airlines and (iv) Changi Airport Group.

Reply by Minister for Transport Chee Hong Tat:

1. A majority of the cost for Changi Airport Terminal 5 and supporting infrastructure will be funded by the Government, as the benefits from a well-connected airport accrue to the wider economy and society, and not only to the aviation system. The remaining costs will be funded by the Changi Airport Group using its reserves, future surpluses, and borrowings, and by airlines and passengers through airport charges and levies.
