Meghalaya approves its Pharmacists Service Rules and Mental Health Care Rules. The Pharmacists Service Rules will govern the recruitment and employment conditions of pharmacists employed under the government and the Mental Health Care Rules will establish governance and operational guidelines for mental healthcare and rehabilitation institutions.

Meghalaya issues Draft MSERC (Terms and Conditions for Determination of Tariff for Generation from Renewable Energy Sources) Regulations, 2025. The rules, issued by the Meghalaya State Electricity Regulatory Commission (MSERC), will remain in force until March 31, 2028, and applies to all grid-connected renewable energy projects whose power procurement tariffs must be determined by MSERC. It covers wind, solar, floating solar, solar thermal, renewable hybrid projects, and renewable energy with storage projects.

The amendment, issued by the Madhya Pradesh Electricity Regulatory Commission (MPERC) mandates obligated entities, including distribution companies (DISCOMs), open access consumers, and captive power users to adhere to a specific renewable purchase obligation (RPO).

Haryana approves Draft Haryana Municipal Bill, 2025. The bill replaces the Haryana Municipal Act, 1973 and the Haryana Municipal Corporation Act, 1994. The bill brings all categories of municipalities including corporations, councils and committees under a single legal framework. Previously, municipalities had to consult the 1973 and 1994 Acts, which sometimes had conflicting rules and regulations.

Haryana approves changes to the Haryana Motor Vehicles (Amendment) Rules, 2025 and Vehicle Aggregator Policy. These changes aim to tighten emissions norms and hasten the transition toward greener mobility. The Haryana Motor Vehicles defines revised age limits for tourist and commercial vehicles across the National Capital Region (NCR) and non-NCR regions. The new rules to the Vehicle Aggregator Policy prohibit adding any new petrol or diesel-run vehicles to aggregator and/or delivery fleets from January 1, 2026.

Uttarakhand removes the Mandatory Ground Coverage Limit for Commercial Plots. The new rules allow for construction on 100 percent of the plot area after setbacks. Previously, the limit was capped at 75 percent. The state's cabinet also approves changes to the Uttarakhand Town Planning Scheme and the Land Pooling Scheme to facilitate planned urban development and smooth land acquisition for special townships. To boost tourism, the government has relaxed land-use norms for resort development, including eco-resorts. Resorts may now be constructed directly on agricultural land, with minimum road width requirements reduced to six metres in hilly areas and nine metres in plains.

Maharashtra introduces an Occupancy Certificate Amnesty Scheme. The scheme will cover around 20,000 buildings in Mumbai and aims to help owners obtain the necessary occupancy certificates to obtain loans or sell their properties. The scheme allows penalty-free applications for six months, with reduced charges thereafter.
