Hopewell Mann Neighborhood Stabilization Plan Moves Forward for City Review

The City of Santa Fe has begun formal consideration of the Hopewell Mann Neighborhood Stabilization Plan, a community-driven effort to address displacement pressures and support the long-term stability of one of Santa Fe's lowest-income neighborhoods.

The plan was introduced to the City's Governing Body on Wednesday, August 26, beginning a series of committee presentations and discussions leading to a final vote scheduled for September 30.

Supporting a Stable, Inclusive Neighborhood

Developed through a yearlong community planning process, the plan is designed to help existing residents and businesses remain rooted in Hopewell Mann while benefiting from future investment and redevelopment.

Located immediately north of the Midtown campus, Hopewell Mann is experiencing significant redevelopment activity and rising property values. The plan seeks to balance revitalization with strategies that preserve the neighborhood's affordability, cultural heritage, and longstanding community connections.

"Hopewell Mann has a deep history and a strong sense of community, and this plan gives us an opportunity to invest in that future while protecting the people, businesses and culture that make this neighborhood special," Mayor Michael Garcia said.

Three Areas of Focus

The plan organizes recommended actions into three interconnected areas:

Housing and Tenure

Strategies to preserve housing affordability, support existing residents, and reduce displacement.

Jobs and Businesses

Strategies to strengthen local businesses, economic opportunity, and neighborhood wealth.

Public Realm

Investments and improvements to streets, sidewalks, crossings, public spaces, and other infrastructure that support a safe and connected neighborhood.

Plan Review and Consideration Schedule

The plan will be presented to the City's Governing Body and several committees as it moves through the review process:

• August 26: Governing Body - Introduction

• September 2: Economic Development Committee - Presentation by MRA staff

• September 2: Metropolitan Development Commission - Presentation by MRA staff

• September 21: Public Works Committee - Presentation by MRA Deputy Director Carly Venditti

• September 23: Quality of Life Committee - Presentation by MRA Deputy Director Carly Venditti

• September 30: Governing Body - Presentation and final vote

Following committee review, the plan is scheduled to return to the Governing Body on September 30 for consideration of final approval.

Community Engagement

Community engagement will remain a cornerstone of the stabilization effort. Chainbreaker Collective will lead ongoing opportunities for past, present, and future residents, business owners, and community members to share their experiences and help shape implementation.
