WASHINGTON - The NAACP, the nation's largest and most influential civil rights organization, will make a three-quarter-million-dollar GOTV investment to mobilize over 1.5 million voters across California, New Jersey, and Virginia for the 2025 elections. In California, the NAACP will launch an unprecedented campaign to mobilize Black support for Prop 50.

This initiative comes as the NAACP pursues litigation against the States of Texas and Missouri and in counties across the country over their unconstitutional election maps, and against the Trump administration for an executive order that would suppress millions of voters.

At the same time, the NAACP is leading a nationwide town-hall tour to boost civic participation through volunteer recruitment, grassroots organizing, and door-to-door outreach.

"There's lots of focus on the 2026 and 2028 elections, but we must prioritize the one right in front of us," said Derrick Johnson, President and CEO of the NAACP. "Governors around this country are the greatest check on Donald Trump's authoritarian actions - and two states have governors' races this cycle. Mayors, attorneys general, and other local officials will also be on the ballot nationwide. We cannot afford to sit this one out while Trump and the federal government chip away at our civil rights. That's also why we've sued states that have redrawn electoral maps along racial lines. So, we're telling everyone to get involved, register, organize your community, and vote. Voting is our greatest weapon in the fight to save our democracy."

State-Level Plans

  • California: Engage 1.2 million voters and train 300+ poll monitors across Los Angeles, Oakland, San Bernardino County, Sacramento, San Diego, and the Fresno metro area. Plans include Spanish and English disinformation-counter campaigns, unprecedented Prop 50 mobilization, get-out-the-vote rallies, and legal support for ballot-access challenges.
  • New Jersey: Target Newark, East Orange, Irvington, Trenton, Paterson, and Jersey City to reach more than 175,000 voters and train 350+ poll monitors. Efforts will feature legislative advocacy to protect mail-in voting, urban voter-registration drives, Election Day rapid-response teams, and youth/first-time-voter engagement.
  • Virginia: Focus on Richmond, Norfolk, Virginia Beach, and Newport News, aiming to reach over 300,000 voters in the state and train 200 poll monitors. The plan includes legal support for early voting and same-day registration, poll-worker recruitment in underserved precincts, voter-ID education, and community events on voting rights and procedures.

"The NAACP fully backs fair redistricting plans, including Prop 50, that truly represent the citizens living in those areas, including plans that reflect the will of the local Black population," said Dominik Whitehead, Chief of Field, Membership Growth and Unit Sustainability. "When Donald Trump ordered Governor Abbott to give him additional seats in Congress - further silencing and oppressing the voices of Black people - it became clearer than ever that we've got to meet fire with fire. Democracy is at stake. Let's pass Prop 50."

In the 2024 presidential cycle, the NAACP invested more than $20 million across seven key battleground states - Arizona, North Carolina, Michigan, Nevada, Pennsylvania, Wisconsin, and Georgia - funding radio ads in Black communities, voter outreach, research, and local grassroots organizing.
