Man Admits Dealing Meth and Robbing Two St. Louis County Banks

ST. LOUIS - A convicted felon on Wednesday admitted possessing about 25 kilograms of meth and robbing two St. Louis County banks.

Otis Frazier, 37, pleaded guilty in two separate cases: to one count of bank robbery in one case and in the other to one count of possession with the intent to distribute methamphetamine and one count of possession of firearms in furtherance of a drug trafficking crime.

On Feb. 6, 2025, a St. Louis Metropolitan Police Department Anti-Crime Task Force detective targeting stolen vehicles spotted a white Genesis GV70 that appeared to have been stolen. The detective followed the Genesis, but stopped when the driver began to drive erratically. The next day, the detective located the vehicle again and confirmed the license plate was a stolen dealer plate. When Frazier parked at a store on Jennings Station Road, officers detained him after a brief struggle and found two handguns, about 4.7 kilograms of methamphetamine and about 14.31 grams of fentanyl in the vehicle.

In an interview with Drug Enforcement Administration agents the next day, Frazier said he was a large-scale drug distributor and had more meth and two guns at a friend's house. There the DEA found the guns and a little over 20 kilograms of meth.

Frazier was indicted in U.S. District Court in St. Louis on March 12 and a warrant for his arrest was issued.

On July 31, 2025, Frazier robbed a bank on North Highway 67 in St. Louis County. Frazier said something along the lines of, "It's happening," while gripping the butt of what appeared to be a handgun in his pocket. He forced two employees into the back of the bank and demanded entry to the vault. Frazier threatened employees, telling them if the police arrived, everyone would die, his plea says. After stealing cash, Frazier fled on a bicycle, discarding the clothing he was wearing in a nearby dumpster.

On Sept. 24, 2025, Frazier entered a bank on Dunn Road in St. Louis County and said, "You know what this is, right," while keeping his hand in his pocket. When bank employees told Frazier the vault was locked, a frustrated Frazier made threats before accepting cash from a teller's cash drawer. He fled the scene on a motorized scooter.
Frazier was arrested and a court-approved search of Frazier's girlfriend's home found a 9mm pistol gun with his DNA on it.

Frazier is scheduled to be sentenced on the bank robbery charge on January 7. Bank robbery is punishable by up to 20 years in prison. He will also be ordered to repay the money. Both the U.S. Attorney's office and Frazier's lawyer have agreed to recommend a sentence of 15 years for the drug case, which is set to be sentenced on January 13.

The St. Louis Metropolitan Police Department, the Drug Enforcement Administration, the FBI, and the St. Louis County Police Department investigated the case. Assistant U.S. Attorneys Nichole Frankenberg and Dane Rennier are prosecuting the case.
