HOUSTON - ICE officers removed Christian Ruvalcaba-Salas, a 28-year-old criminal illegal alien and accused child rapist, to his home country of Mexico Oct. 16. He was granted conditional permanent resident status by the Biden administration.
"This dangerous criminal alien, who is accused of doing unspeakable things to an innocent child in Mexico, was able to use the immigration status that the Biden administration gave him to allegedly slip into Mexico, brutalize a helpless child and then flee back into the U.S. through the port of entry to evade prosecution," said ICE Enforcement and Removal Operations Houston Field Office Director Bret Bradford. "That same status then allowed him to remain free in the community for years endangering public safety, despite the fact that he was wanted in Mexico for raping a child and had been arrested for numerous criminal offenses in the U.S. Thankfully, our officers were able to track him down after he attempted to flee and repatriate him to Mexico to face prosecution for his alleged crimes."
Ruvalcaba-Salas was turned over to Mexican authorities to face prosecution for allegedly raping a child in Aguascalientes, Mexico, in 2022.
Ruvalcaba-Salas has been arrested for numerous crimes in the U.S., including assaulting a peace officer, unlawfully carrying a weapon, criminal trespass and twice for resisting arrest. On July 21, 2025, he pleaded no contest to resisting arrest and received deferred adjudication.
"Criminal illegal aliens who are child predators and sex offenders represent the very worst of the worst and they have no place in the United States," said ICE Assistant Director of Public Affairs Micah Bock. "ICE will relentlessly pursue these violent predators and remove them, making our communities and neighborhoods safer and more secure."
Ruvalcaba-Salas was admitted into the U.S. as a nonimmigrant in January 2020, near Laredo. Under the terms of his admission, he was required to leave the U.S. by July 6, 2020, but he failed to depart and remained in the U.S. illegally. On March 4, 2021, the Biden administration granted his petition for conditional permanent resident status. On March 28, 2023, the First Judicial District in the State of Aguascalientes, Mexico, issued a warrant calling for his arrest for allegedly raping a child on Nov. 24, 2022. While the U.S. does not track departures through the ports of entry to Mexico, U.S. Customs and Border Protection encountered him reentering the U.S. three days after the alleged rape on Nov. 27, 2022.
On May 20, U.S. Citizenship and Immigration Services denied his petition to remove conditions on his residence and terminated his conditional permanent resident status. He was thereafter placed in removal proceedings, and on July 7, an immigration judge ordered him removed from the U.S. in absentia. On Oct. 3, ICE officers successfully tracked him down and took him into custody during a targeted enforcement operation in Giddings.
