DA-BSWM Attains Low-Risk Rating in UNDP HACT Assessment

The DA-Bureau of Soils and Water Management (DA-BSWM) successfully completed the Harmonized Approach to Cash Transfers (HACT) Micro Assessment, conducted in partnership with the United Nations Development Programme (UNDP), as part of the continued requirements for implementing the GEF-7 Landscape Project, "Securing Long-Term Sustainability of Multi-functional Landscapes in Critical River Basins of the Philippines."

The assessment process commenced with a kick-off meeting on May 7, 2026, followed by data gathering and validation activities conducted on May 11-12, 2026, by representatives of JKSS & Associates, UNDP's independent third-party assessment provider. BSWM and UNDP representatives subsequently conducted an exit meeting and presented the findings.

The HACT micro-assessment evaluates an institution's financial management capacity and systems, including accounting, procurement, financial reporting, internal controls, and overall governance mechanisms. The assessment serves as an important tool for determining institutional readiness in managing development assistance and implementing internationally funded projects.

Based on the assessment results, BSWM obtained an overall Low-Risk Rating, reflecting the Bureau's strong financial management systems, effective internal controls, sound governance practices, and commitment to transparency and accountability.

This achievement highlights BSWM's continued dedication to maintaining high standards of institutional performance and reinforces its readiness to effectively implement the GEF-7 Landscape Project in partnership with UNDP and other stakeholders.
