Data Leakage Prevention: IPA CIS Prepares Document on Metaverses

The 30th meeting of the IPA CIS Expert Advisory Board and the Regional Commonwealth in the field of Communications (RCC) was held at the National Academy of Sciences of Belarus.

The main topic of the meeting was the roundtable discussion on Artificial Intelligence Regulation. The event was attended by more than 50 people, who highlighted key aspects of AI development at the current stage, such as the development of legislation in this area; the risks of using AI and ways to overcome them; the use of AI in medicine, the military, and education; and the specifics of legal activities. There were also suggestions for draft documents to be developed at the IPA CIS.

At the expert council led by its Chair, Director General of the Regional Commonwealth in the field of Communications Alexey Borodin, one of the reviewed documents was the draft Recommendations on the legal regulation of metaverses (digital spaces) for the Commonwealth countries.

Nowadays, new digital forms of interaction between people are being created, such as artificial virtual worlds and metaverses, which open up new horizons and opportunities for business development. According to forecasts, the metaverse market could grow to $5.8 trillion by 2030, with an average growth rate of around 45% per year.

Despite the rapid increase in citizens' involvement in virtual spaces, the lack of regulatory oversight in this area poses additional risks and challenges for governments, businesses, and users.

According to experts, legal regulation of metaverses will ensure the protection of the state's digital sovereignty, implement effective antitrust regulation of the metaverse market, and introduce strict control over personal data leaks.

Other items on the agenda include proposals to include in the Long-Term Plan of Model Law-Making of the CIS for 2026-2028 proposals for a draft Model Law on Ensuring Technological Independence in the field of Critical Information Infrastructure and a revised Model Law on Strategically Important Information and Communication Facilities.

Alexey Borodin presented the Strategy for Cooperation between the CIS States in the Development of the Information Society and the Digital Economy for the period up to 2035, approved by the Council of CIS Heads of Government on 29 September 2025.

The next meeting is scheduled to be held in St. Petersburg in the spring of 2026.
