Governor Hochul Highlights Key Elements of $50 Million Modernization of U.S. Route 9 in Sleepy Hollow and Tarrytown

Governor Kathy Hochul today announced plans to transform U.S. Route 9 - also known as Broadway - in the villages of Tarrytown and Sleepy Hollow by installing roundabouts at four key intersections and making other improvements to enhance public safety and improve traffic flow along this vital travel artery in Westchester County. The upgrades are part of a $50 million project now being designed by the New York State Department of Transportation that will balance the needs of all roadway users - including pedestrians and cyclists - while also facilitating continued economic growth and quality of life in these Hudson Valley communities.

"New York State continues to deliver historic investments in our transportation network to ensure that roadways are safe for all users," said Governor Hochul. "Community collaboration is a critical component in developing projects on heavily used roads, like this section of U.S. Route 9, that truly reflect and address the needs of residents, businesses, and visitors alike. I am thrilled that this project can move forward as it will enhance public safety on Broadway for everyone."

In 2023, NYSDOT initiated the U.S. Route 9 Corridor Safety Enhancements preliminary engineering project to begin work collaboratively with the community and establish meaningful engagement. The Transportation Partnering Committee, comprised of community leaders, held a series of public workshops to determine the needs of five Rivertown communities and establish a vision for the entire corridor. The public's input was incorporated into the project's preliminary design and enhancement concepts and helped shape NYSDOT's federal BUILD grant application for this 1.3-mile section of Broadway in Sleepy Hollow and Tarrytown.

The preliminary design for the upcoming project includes the installation of four modern roundabouts in Sleepy Hollow, replacing four signalized intersections. Roundabouts are engineered to maximize safety and minimize congestion, allowing traffic to flow more freely thereby cutting congestion and travel times. Two other intersections that currently do not have traffic signals will have them installed to increase vehicle and pedestrian safety at those locations.

The roundabouts will be located at the following intersections in Sleepy Hollow:

• U.S. Route 9 and Pierson Avenue/Gordon Avenue
• U.S. Route 9 and Pocantico Street
• U.S. Route 9 and Bedford Road/New Broadway
• U.S. Route 9 and Beekman Road

Based on community input, the plan also includes a 10-foot-wide shared-use path for cyclists and pedestrians. The 0.75-mile path will also be physically separated from motor vehicle traffic.

With several schools along this sector, and many families calling the area home, community feedback made it clear that pedestrian safety is a top priority. Safety enhancements will include new sections of sidewalk to establish a continuous network on both sides of U.S. Route 9, along with curb extensions, enhanced crosswalks, and leading pedestrian intervals at signals.

Bus stops along the sector will be made ADA compliant and upgraded with new shelters and benches to improve access to mass transit.

U.S. Senators Chuck Schumer and Kirsten Gillibrand recently announced that the U.S. Department of Transportation (USDOT) has awarded $25 million to NYSDOT for the project through the highly competitive Better Utilizing Investments to Leverage Development (BUILD) grant program. Now that funding is secured, the final design will move forward with the approval process on the northernmost section in Tarrytown and Sleepy Hollow. Construction is anticipated to begin in 2028.

Senator Charles Schumer said, "The Bipartisan Infrastructure & Jobs Law we passed is paving the way for safer roads and more jobs in Westchester County! Earlier this summer, I was thrilled to deliver $25 million in federal funding for Tarrytown and Sleepy Hollow to upgrade critical road infrastructure along U.S. Route 9. I'm grateful that Governor Hochul is putting these federal dollars to good use and will continue to advocate for the Hudson Valley to receive the federal resources it needs to thrive."

U.S. Senator Kirsten Gillibrand said, "Investing in projects that improve roadway safety is vital to preventing future traffic tragedies in our communities. I'm proud to have fought to provide BUILD grant money to support this modernization of a key corridor in Tarrytown and Sleepy Hollow, and I will keep fighting to make our roads safer for the residents, businesses, and commuters who rely on them every day."

Senate Majority Leader Andrea Stewart-Cousins said, "I am very pleased that the funding is now in place so that State DOT can start construction on these much needed vehicle, bike and pedestrian improvements on Route 9 in Tarrytown and Sleepy Hollow. It is part of a larger Route 9 project that extends south to Hastings-on-Hudson. In 2023, to jump start the project, which was advocated by local leaders and their residents, I added $5 Million to the State Budget. I am grateful to Governor Hochul for her continued support and to the State Department of Transportation for their continuous community outreach. I thank Minority Leader Schumer and Senator Gillibrand for the resources to make this happen."

Town of Greenburgh Supervisor Paul Feiner said, "Greenburgh has seen a tremendous investment from New York State in our transportation infrastructure, including the recent and ongoing work on Knollwood Road, the Sprain Brook Parkway and Dobbs Ferry Road (I-287). Those projects are making a real difference for drivers and improving the condition and safety of some of our most heavily traveled roads. The Route 9 project builds on that momentum but takes it a step further. This is about fundamentally rethinking how this important corridor works, making it safer for pedestrians and cyclists, improving traffic flow and creating better connections between our communities. It will be a transformational investment that residents will benefit from for many years to come."
