Partnership with Illinois Department of Revenue Helps Customers Complete Vehicle Title Transactions in One Visit
Illinois Secretary of State Alexi Giannoulias is partnering with the Illinois Department of Revenue (IDOR) at its Springfield Flagship Center to make it easier for Illinoisans to pay required taxes after purchasing a vehicle.
IDOR will now have a permanent office located inside the Springfield Flagship Center, 2701 S. Dirksen Parkway, to process vehicle tax payments tied to a range of title and registration services. This marks Giannoulias' latest effort to modernize Secretary of State facilities and make services faster, more efficient and more convenient for Illinoisans.
"When we launched the Springfield Flagship Center, the goal was clear: create a modern, customer-focused facility that makes government services easier to access and easier to navigate," Giannoulias said. "Bringing IDOR into the facility means customers can take care of another important step in the vehicle registration process without making an additional trip. This is exactly the kind of collaboration that makes government work better for the people we serve."
Previously, customers completing certain vehicle title and registration transactions had to navigate separate steps to satisfy tax payment requirements, creating inconvenience and delays. Customers were also required to bring a check or money order as payment upon registering a vehicle for the first time under their name. With IDOR services now available inside the facility, customers can pay their vehicle use taxes by cash, check, money order, debit card or credit card and complete key parts of the process in one location during a single visit.
"This marks the second satellite office IDOR has opened in partnership with the Secretary of State's Office, following the successful opening of our first location at the Secretary of State's Flagship Office in Chicago earlier this year. By bringing IDOR and Secretary of State services together under one roof, we are making it more convenient for all those visiting the office to take care of their tax, vehicle licensing and registration needs while reducing multiple visits to different state agencies," said IDOR Director David Harris. "We appreciate our continued collaboration with the Secretary of State's Office and our shared commitment to making government services more accessible, efficient, and convenient for Illinois taxpayers."
Customers using the service should bring all required paperwork, including titles, bills of sale and completed tax forms, to ensure timely processing.
The new service applies to the following Illinois Department of Revenue forms:
• RUT-25 Vehicle Use Tax Transaction Return for vehicles purchased from an unregistered out of state dealer or retailer
• RUT-25-LSE Vehicle Use Tax Transaction Return for lease transactions
• RUT-50 Vehicle Use Tax Private Party Transaction Return for vehicles purchased from private parties
• ST-556 Vehicle Use Tax Registered Transaction Return
The Springfield Flagship Center remains central to Giannoulias' broader modernization agenda, which is focused on reducing wait times, expanding service options and delivering a more efficient and user-friendly experience at Secretary of State facilities across Illinois.
The IDOR office is open during regular Flagship Center hours: Monday through Friday from 7:30 a.m. to 5 p.m. and Saturday from 7:30 a.m. to noon.
