On August 14, Federal Reserve System Chief Information Security Officer Tammy Hornsby-Fink was named the winner of a 2025 National ORBIE® award in the CISO Large Enterprise category. This is the second ORBIE® for Hornsby-Fink, who previously received the 2024 CapitalCIO ORBIE® in the CISO Public Sector Category -the first-ever award of its kind.
"I am truly honored to be recognized with a second ORBIE®," Hornsby-Fink said. "This award once again is a testament to the efforts of our exceptional team and our shared commitment to the Fed's important public service mission. I am fortunate to be their leader and work with them each day."
As System CISO, Hornsby-Fink oversees the effectiveness and efficiency of the Federal Reserve's information security strategy, policies, programs, and incident response capabilities. She leads a national team of more than 300 security professionals that provide services focused on security policy, incident response, threat intelligence, forensics, business continuity, enterprise risk management, and finance.
Federal Reserve System CIO Ghada Ijam praised Hornsby-Fink's win, saying, "Tammy's understanding of our security and technology infrastructure, coupled with her grasp of the Federal Reserve's business operations, is unparalleled-as is her ability to connect with and inspire high performing teams. I am extremely happy to see her extraordinary efforts be applauded once again, this time on a national scale."
Hornsby-Fink is currently the longest-serving member of the Fed's national technology leadership team. The daughter of two veterans, she began her career in the Air Force supporting Department of Defense communications and computer systems. After co-founding a successful IT consulting firm, she joined the Fed in 2003 and was named System CISO in 2019.
Beyond her professional achievements, Hornsby-Fink is dedicated to public service and building up those around her. She is a former board member and continued supporter of the United Way of Greater Richmond and Petersburg, and she also dedicates her time to multiple Fed initiatives focused on employee engagement, development and talent mobility.
