The Planning Commission hears testimony for Critical Energy Infrastructure (CEI) Hub Policy Project

The Planning Commission heard testimony on the Proposed Draft of the CEI Hub Policy Project and will deliberate on a recommendation to City Council during work sessions in January and February. Written testimony will reopen from Jan. 13 to Jan. 23.

Thank you to all who provided oral testimony at the Planning Commission this week and to those who attended or watched online.
The Planning Commission heard from over 60 members of the public about the Proposed Draft of the CEI Hub Policy Project.

Testimony covered many topics including the earthquake and wildfire vulnerability of the CEI Hub area and facilities, concern for the safety of the community and environment surrounding the CEI Hub, and concern for maintaining fuel storage capacity to serve the needs of the region. Many testifiers expressed strong support in increasing the proposed fuel storage reduction requirements and accelerating the timeline for fuel storage reduction.

Currently, the proposal includes a 20% drawdown of fuel storage capacity by 2036.

Next steps

As a reminder, the public may submit written testimony until 5 p.m. today - Friday, Dec. 19.

Next, the Planning Commission will hold work sessions on January 20 and February 10 to deliberate on the proposed draft and the public testimony. While no oral testimony will be taken at the work sessions, everyone is welcome to attend or watch online.

Additional testimony opportunity

The Planning Commission may also ask staff to provide additional information in advance of the work sessions. Staff is expecting to provide that information by January 13, 2026. Written testimony will reopen from Jan. 13 to Jan. 23 to allow for additional testimony on this new information.

The Planning Commission may vote to make a recommendation to City Council on the project at the February 10 meeting. From there, staff will compile a Recommendation Draft, which is expected to head to City Council in Spring 2026.

There will be future opportunities to submit oral and written testimony to City Council - the final decision-maker.
