Assistant City Manager Alyson McCormick announced the following board, commission, and committee vacancies:

One vacancy on the Sparks Civil Service Commission for a partial term ending June 30, 2026. Commissioners must be Sparks residents and cannot be city employees or related to one within the third degree of consanguinity. Applications will be accepted until 5 p.m. on October 30, 2025. The Regional Transportation Commission (RTC) provided its annual presentation on recently completed studies and initiatives, including the RTC Maintenance Needs Study and the Guinn Center Bridging the Gap Policy Report, along with other current street and highway projects.

Mayor Lawson proclaimed November 3-9 as World Interact Week to honor the service and leadership of the Interact Club at the Academy of Arts, Careers, and Technology.
General Business
Sparks City Council:

Directed the City Manager to take the necessary action to proceed with design and construction of a new city hall at 650 Marina Gateway Drive in Sparks, utilizing legally restricted redevelopment funds. Under Nevada law, these funds can only be used for specific projects, including public buildings, that implement the RDA 2 Plan.

Approved the development proposal submitted by Northern Nevada Community Housing to develop affordable housing on 306 10th Street in Sparks.

Approved the business impact statement for proposed Sparks Fire Department inspection and operational permit fee increases. Staff will submit a Resolution for fee increases at a future City Council meeting.
Public Hearing and Action Items Unrelated to Planning and Zoning

Council held public meetings and approved the memorandum of understanding between the City of Sparks and the International Association of Firefighters Local 731, adding language related to mandatory overtime.
