Budget Impasse Ends with Several Improvements, Davanzo Says

Nov. 12, 2025

HARRISBURG -Rep. Eric Davanzo (R-Westmoreland) today supported legislation to enact a 2025-26 budget plan, ending a four-month budget impasse and advancing several policy objectives that will grow Pennsylvania's economy, tighten the administration of public benefits and improve education.

"First and foremost, the budget passed today pulls Pennsylvania out of the Regional Greenhouse Gas Initiative, which only ever served to spike electricity costs and chase jobs away to other states. The new budget also changes our environmental permitting system, which will make it easier to get new projects moving sooner. All of this will mean more competitive, family-sustaining jobs for our young people.

"Programs like the Supplemental Nutrition Assistance Program are intended to help those who need a hand up but were never intended to be a permanent source of income for those who can and should go to work every day. Part of this budget makes serious improvements to the program by removing applicants who are taking advantage of the system.

"Regrading education, this budget makes meaningful reforms by doubling resources through the Economically Disadvantaged Schools tax credit. The program provides scholarships to students whose schools are failing and enables them to attend a school of their choice.

"These important objectives were met without touching Pennsylvania's Rainy Day Fund. Since the impasse began in July, I have fought consistently for a responsible budget that sets us up for economic growth and appropriates funds with the same focus on fiscal responsibility that Pennsylvania families use when handling their household budgets."
