The Software and Information Industry Association (SIIA) submitted comments to the Universal Service Fund (USF) Working Group emphasizing the critical importance of the E-Rate program in ensuring schools and libraries have access to affordable, reliable internet services. As the Working Group considers proposals to modernize the USF, SIIA urged policymakers to preserve and strengthen E-Rate, which provides substantial discounts on broadband and connectivity infrastructure-especially in rural and economically disadvantaged communities.
Drawing on FCC and USAC data, SIIA highlighted the program's nationwide impact, with more than $2.4 billion in disbursements benefiting over 132,000 schools and libraries in 2023 alone. Connectivity is essential not only for learning and instruction but also for communication, safety alerts, and essential services. SIIA underscored that reducing E-Rate support would leave schools, families, and students without viable alternatives in today's digital-first world.
