U.S. ARMY CIVIL WORKS ASST. SEC. ADAM TELLE WRAPS UP MULTI-STATE ‘BUILDING INFRASTRUCTURE, NOT PAPERWORK IN ACTION: GULF OF AMERICA WEEK’

Assistant Secretary of the Army for Civil Works Mr. Adam Telle concluded a four-day, three-state tour through Louisiana, Texas, and Mississippi last Friday, marking the successful completion of 'BUILDING INFRASTRUCTURE, NOT PAPERWORK IN ACTION: GULF OF AMERICA WEEK' and breaking ground at the $3.7 billion Blue Point One fertilizer facility in Donaldsonville alongside USDA Secretary Brooke Rollins, USDA Deputy Secretary Stephen Vaden, Federal Permitting Improvement Steering Council (FPISC) Executive Director Emily Domenech, and Rep. Julia Letlow (LA-05).

"We are bulldozing the bureaucratic red tape that has paralyzed American progress for decades. This is exactly what 'Building Infrastructure, Not Paperwork' in action looks like," said Assistant Secretary Telle. "Thanks to Secretary Rollins's incredible leadership on domestic agriculture, the Corps was decisive in its approach to this massive fertilizer facility. She is the type of results-driven leader that enables the Trump Administration to do the impossible. By moving at Trump Speed and replacing procedural dead time with rigorous, common-sense evaluation, we are unleashing American industry, securing our food supply, and building the infrastructure our great nation demands."

Reflecting on the rapid interagency execution that made the groundbreaking possible, USDA Secretary Brooke Rollins said:

"When we talk about the extraordinary speed of permitting undertaken to get to this point.....All I did was call my friends over at the Department of War, specifically Pete Hegseth, who passed this to General Graham and the incredible Adam Telle."

Secretary Rollins added: "Assistant Secretary Telle and his team worked around the clock to move this project through federal permitting review in roughly 45 days after we were told this would take years. Now, we are ready to move to the next stage."

During the high-tempo 'Building Infrastructure, Not Paperwork in Action: Gulf of America Week' tour across all three states, Assistant Secretary Telle visited critical sites across USACE's Mississippi Valley Division, Southwestern Division, and South Atlantic Division to drive the BINP mission alongside key interagency partners. The rapid authorization of the Donaldsonville facility was driven by Secretary Rollins's decisive collaboration with FPISC Director Domenech to streamline approvals and eliminate regulatory dead weight. This facility stands as the physical realization of Secretary Rollins's initiative to expand domestic fertilizer production, secure our food supply, and fortify national security by eliminating reliance on foreign adversaries for critical agricultural inputs.

Further driving the BINP mission, Assistant Secretary Telle attended a groundbreaking on vital coastal construction at Grand Isle with U.S. House Majority Leader Steve Scalise and Louisiana Governor Jeff Landry, and inspected Port Fourchon operations to support expanded dredging for American energy dominance. The regional sweep also included strategic infrastructure reviews at the dominant American energy hub of Port Arthur in USACE's Galveston District, and Gulfport Harbor in Mississippi in USACE's Mobile District (South Atlantic Division).
