Carrollton Appoints New Development Services Director

The City of Carrollton has selected Edward Green as its new Development Services Director and Chief Building Official.

Green, who has served as interim director since January, has worked in Carrollton's Development Services Department for nearly a decade. He has helped lead the City in achieving key development goals, including managing major projects such as the Downtown Transit Center and DART Silver Line terminal, the Union at Carrollton Square Phases 3 and 4, and the Frankford and Trinity Mills transit center developments. He has also overseen more than 60 civic, industrial, institutional, mixed-use, medical, professional, retail, and service projects across the City.

"He brings a deep commitment to serving stakeholders," Executive Director of Development Ravi Shah said. "Green's passion for community development is grounded in partnership and a solution-oriented approach, which positions him as a valuable leader in advancing meaningful, sustainable growth."

As Carrollton's Development Services Director and Chief Building Official, Green reports to Shah and oversees the City's Building Inspection and Planning divisions. The department manages projects from initial permit application through plan review, inspections, and final certificate of occupancy.

His responsibilities include coordinating with City departments involved in development, working with developers and consultants, monitoring state legislation, drafting and updating City ordinances, and presenting to City Council, Boards, Commissions and community groups.

"I am incredibly excited for this new role and ready for the challenges and growth it brings," Green said. "I have extensive experience applying Carrollton codes and ordinances and have built strong relationships across departments. My background in architecture and the public sector provides a strong foundation for this role."

Green said he plans to build on the department's existing strengths and continue improving customer service and efficiency in development and redevelopment. He added that ensuring life safety and community welfare remains a top priority.

He began his career with the City as a development services plans examiner, serving five years before becoming plan review manager for four years. Green earned his building official certification from the International Code Council (ICC) and holds additional ICC certifications as a building plans examiner, commercial and residential energy inspector, and accessibility inspector.

In 2025, he was named Code Professional of the Year by the Building Officials Association of Texas.

Before joining the City, Green worked in the private sector at Humphreys & Partners Architects in Dallas, where he coordinated with design professionals, contractors, developers and City staff on large-scale mixed-use and multifamily developments.

He holds a Master of Architecture and a Bachelor of Science in Architecture from the University of Texas at Arlington.
