The Joint Committee on Enterprise, Tourism and Employment, chaired by Deputy James O'Connor TD, is inviting written submissions from interested individuals and organisations as part of its pre-legislative scrutiny of two significant pieces of proposed legislation relating to artificial intelligence and data governance.
The Committee is seeking submissions on:
•The General Scheme of the Regulation of Artificial Intelligence Bill 2026
The General Scheme of the Regulation of Artificial Intelligence Bill 2026 proposes to establish a regulatory framework for the development, deployment and oversight of artificial intelligence systems in Ireland. The legislation is intended to align Ireland's approach with emerging European Union rules on AI, while setting out governance structures, compliance obligations and safeguards designed to ensure that AI technologies are used in a safe, transparent and accountable manner.
•The General Scheme of the Data Bill 2025
The General Scheme of the Data Bill 2025 proposes to modernise Ireland's legislative framework governing access to and use of data. The Bill aims to support innovation, economic growth and digital transformation by setting out rules for data sharing and reuse, while ensuring appropriate protections for privacy, security and the rights of individuals and organisations handling data.
The closing date for receipt of submissions is 5:30pm on Monday, 13 April 2026.

The Committee will consider all suitable written submissions received and may invite a number of contributors to appear before the Committee at public hearings as part of its scrutiny process, where it considers it necessary.
