Expert Group advances sustainable urban mobility insights with 2026 workplan

The European Commission's Expert Group on Urban Mobility (EGUM) continues to deliver valuable insights on sustainable urban mobility. By completing its Work Programme 2025, EGUM has provided insightful reports and feedback on a wide range of topics.

For example, EGUM strongly contributed to the first progress report on the EU Declaration on Cycling released last October. Recently, EGUM focused on urban nodes within the trans-European transport network (TEN-T), where passenger and freight transport infrastructure connects with local/regional networks. The group looked into the cooperation between cities and stakeholders, highlighting diverse models and common challenges. The report includes practical examples, including the model of metropolitan transport authorities.

EGUM also worked on strengthening cooperation and sharing good practices on facilitating mobility and access to the city, benefitting businesses. Three targeted reports have looked in particular into:

  • mobility service providers for sustainable passenger transport - analysing regulatory and operational frameworks that impact their effectiveness and sustainability. The report identifies good practices demonstrating that such challenges can be effectively addressed through coordinated and forward-looking policies;
  • road freight transport - examining how freight operators access European cities under evolving urban mobility policies. The report discusses access regulations and their interaction with low- and zero-emission fleets. The report includes approaches and good practice examples helping to reconcile efficient freight access with wider societal and environmental objectives;
  • coach access to cities, especially coach tourism - documenting challenges, and identifying practices that support both sustainable urban mobility and the economic vitality of coach travel.

What's next?

EGUM plans to focus on urban nodes, city access, and active mobility in 2026. New topics include:

  • Identifying multimodal passenger hubs and fostering commuters' shift to rail within urban nodes.
  • Exploringhow to provide innovation ecosystems and startups better access to cities; Identifying use cases on access to vehicle information for authorities; Providing guidance on the tourism-urban mobility nexus supporting the upcoming EU Sustainable Tourism Strategy, maximising connectivity synergies;
  • Examining the status of walking policies in Europe, monitoring the EU Declaration on Cycling implementation, in close cooperation with national cycling contact points, and collecting insights on topics such as company mobility management and cycle logistics.
