Himachal Pradesh issues Determination ofGeneric Levelized Tariffs for Solar PV Projects for Financial Year 2026-27. The tariffs, issued by the Himachal Pradesh Electricity Regulatory Commission (HPERC), aim to promote the use of renewable energy. Under the new order, solar projects are classified based on their size and location, which determines the tariff they can be charged for the electricity they generate.

Industrial Policy and Business Regulations

Andhra Pradesh launches the Andhra Pradesh Cluster Development Program (APCDP). Under the new program, the state will set up 45 "Common Facility Centers" across existing Micro, Small and Medium Enterprises (MSME) clusters to support advanced manufacturing, testing, research and development, packaging and quality certification.

Andhra Pradesh issues Amendments to AP Excise (Grant of License of Selling by Bar and Conditions of License) Rules 2025. The amendments abolish the Additional Retail Excise Tax (ARET) imposed on bars. The new guidelines came into effect on January 13, 2026.

Bihar launches a Single-Window System in the Industry Department. The system allows investors to access all approvals, incentives, and information online, eliminating the need to visit multiple offices. The Industry Department's online portal provides information on land allotment, subsidy distribution, inspections, and other essential industrial procedures.

Delhi announces the Delhi Startup Policy 2025. The policy contains a $38.52 million (INR 350 crore) five-year plan to back student entrepreneurs with equity-free seed funding, mentorship, investor access, and expanded incubation targeting 5000 startups by 2035.

Haryana launches a portal for the normalization of factories operating outside designated industrial zones. Factory clusters can now apply through the portal to obtain legal recognition, enabling them to apply for economic schemes and access civic facilities. Under the scheme, a cluster comprising 50 or more factories established on a minimum of 10 acres of land at a single site can collectively apply for recognition.

Madhya Pradesh launches the Madhya Pradesh Space Tech Policy-2026. Goa launches an airline incentive scheme for one year to attract more flights and strengthen air connectivity to the state. Under the scheme, airlines introducing additional flights or new routes to Goa will receive an incentive of around $2,201 (INR 2 lakh) per flight, including new connecting routes.

Tripura launches their "Marketing Didi Policy." The policy aims at strengthening market linkages and expanding opportunities for women-led enterprises. The policy, introduced last month by the Tripura Rural Livelihood Mission (TRLM), seeks to provide self-help group (SHG) members-popularly known as 'didi's'-with structured support in brand building, digital outreach, and access to wider consumer markets.

Land Acquisition and Labor Regulations

Karnataka modernizes land governance in the Kodagu region via the Karnataka Land Revenue (Second Amendment) Act, 2025. By amending land revenue laws, the state aims to address documentation problems related to Jamma Bane (wetlands and forested highlands). The aim of the policy is to benefit indigenous communities by ensuring clear ownership records and easier access to legal and financial services.

Bihar mandates geospatial approval for all infrastructure projects with an estimated cost of more than $5.5 million (INR 50 crore). Under the new policy, every Detailed Project Report (DPR) for large infrastructure schemes must receive technical clearance from the Bihar Remote Sensing Application Center (BIRSAC) before financial approval is granted.

Haryana introduces age-limits on school admissions. Admission to Grade 1 in Haryana will strictly require a child to have completed six years of age from the 2026-27 academic session onwards. The decision complies with the National Education Policy (NEP) 2020.
