Congresswoman Luz Rivas to Vote “Hell No” on Funding DHS, ICE

WASHINGTON, D.C. - Congresswoman Luz Rivas, the first Latina to represent California's 29th Congressional District, released the following statement announcing her intention to vote against the fiscal year 2026 Department of Homeland Security Appropriations bill that provides over $64 billion for the Department of Homeland Security (DHS), which includes Immigration and Customs Enforcement (ICE):

"I will be a 'hell no' on continuing funding for DHS and ICE. I refuse to vote for a funding bill that will further empower an agency to openly and violently carry out Donald Trump's anti-immigrant agenda, torment my constituents in the San Fernando Valley, and violate the Constitutional rights of our most vulnerable.

"The nation continues to watch in horror as DHS and ICE agents descend into Los Angeles to conduct violent raids that separate families and inflict unspeakable harm and trauma on our most vulnerable. ICE has continued - and even escalated - this pattern in cities across the country without any accountability or oversight that resulted in the death of Renee Nicole Good."

"DHS and ICE are a threat to our safety. More innocent people are in danger of being harmed if DHS and ICE are allowed to continue operating as-is. I plan to proudly cast my NO vote to stand up for my community and immigrants."

Background:

The fiscal year 2026 Department of Homeland Security Appropriations bill provides the Department of Homeland Security (DHS) with $64.2 billion. This includes:

  • $10 billion for the U.S. Immigration and Customs Enforcement (ICE);
  • $3.8 billion for custody operations to bolster the Trump Administration's efforts to detain and deport individuals;
  • $743.9 million for the transportation and removal of individuals; and
  • $513 million to sustain 22,000 Border Patrol agents.
