NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS

REQUEST FOR RELEASE OF FUNDS
On or after July 28, 2026 the City of Tucson Housing & Community Development Department will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Preservation and Reinvestment Initiative for Community Enhancement (PRICE) funds under the Consolidated Appropriations Acts of 2023 (Public Law 117-328, approved December 29, 2022), with additional funding for PRICE Main provided by the Consolidated Appropriations Act, 2024 (Public Law 118-42, approved March 9, 2024) (Appropriations Acts); and Community Development Block Grant (CDBG) funds under Title I, Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.); and will authorize Pima County to submit a request to the U.S. Department of HUD for the release of CDBG funds under Title I, Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.); to undertake the following project:
Tier 1 Broad Review Project/Program Title: Tucson Pima County PRICE Rehab Program
Purpose: The Tucson Pima County Rehab Program will provide preservation/revitalization for low income, owner-occupied pre-1976 manufactured homes. The preservation/revitalization will include rehabilitation, energy efficiency upgrades, advanced weatherization, and accessibility improvements.
Location: Homes in Tucson, Arizona and surrounding areas within Pima County. Specific addresses will be assessed in the site specific reviews.
Project/Program Description: The Tucson-Pima County Regional Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Rehab Program includes the preservation/revitalization of to up to 150 units of pre-1976 manufactured housing via manufactured housing rehabilitation, energy efficiency upgrades, advanced weatherization, and accessibility improvements. The work may include, but is not limited to, window and door replacement, roof repair and replacement, HVAC repair and replacement, water heater replacement, repair and replacement of plumbing and electrical systems, interior surface and fixture repairs and replacement, and structural repairs. Accessibility projects may include installation, repair or upgrades to fixtures, ramps, handrails, structural upgrades and other work to increase accessibility in the home. For each project site, a Rehabilitation Project Coordinator will complete a comprehensive assessment identifying existing hazards, the condition of major systems within the home, the condition of exterior surfaces of the home, and a plan including a cost estimate to mitigate the identified issues. The project term is 60 months. This review is valid for five years.
Total Estimated Program Cost: $13,551,520. Project funding includes $11,519,567.21 of PRICE funds, grant number B23PR040001, through the City of Tucson; $454,437 in Community Development Block Grant (CDBG) funds, grant number B25MC040505, through the City of Tucson; $450,000 in CDBG funds, grant numbers B25UC040502 and B26UC040502, through Pima County; and leveraged local and state funding. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: 24 CFR Part 58.35(a)(2) and 24 CFR Part 58.35(a)(3)
Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Insurance, Contamination and Toxic Substances, and Floodplain Management.
Mitigation Measures/Conditions/Permits:
Flood Insurance - A flood map with FEMA flood zones will be created for each site-specific review. All projects in FEMA-designated Special Flood Hazard Areas (SFHAs) will be required to obtain and maintain flood insurance for the economic life of the activity to cover the total activity cost. A copy of the flood insurance declaration will be kept in the project file and uploaded to HEROS.
Contamination and Toxic Substances - A site-specific review will be conducted to determine if the site is free from hazardous materials, contamination, toxic chemicals and gases, and radioactive substances. The review will evaluate site conditions through field observations and by researching Federal, state, and local databases (e.g., NEPAssist, ADEQ eMaps). Radon will be evaluated at sites that are not exempt from review through a review of scientific data (e.g., CDC National Environmental Public Health Tracking Network) or through radon testing (DIY or ANSI/AARST) in accordance with HUD's radon policy, CPD-23-103. If toxic or hazardous conditions are identified, mitigation measures will be identified. If toxic or hazardous conditions cannot be mitigated, the site-specific project will be rejected.
Floodplain Management: A site-specific review will be conducted to determine if the site is located in the FFRMS Floodplain. If the project is located in the FFRMS Floodplain, the 8-Step or 5-Step process will be conducted to evaluate practicable mitigation measures.

The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.35(a)(2) and 24 CFR Part 58.35(a)(3). An Environmental Review Record (ERR) that documents the environmental determinations for this project, and more fully describes the tiered review process cited above, is on file at the City of Tucson Housing & Community Development Department, 310 North Commerce Park Loop, Tucson, Arizona 85745 and may be examined or copied weekdays 8 AM to 4 PM, or the ERR can be accessed online at the following websites: https://www.tucsonaz.gov/Departments/Housing-andCommunity-Development/Documents/Environmental-Review or at https://cpd.hud.gov/cpd-public/environmental-reviews.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Tucson Housing & Community Development Department, PO Box 27210, Tucson, Arizona 85726 or by e-mail to [email protected]. All comments received by July 27, 2026, will be considered by the City of Tucson Housing & Community Development Department prior to authorizing submission of a Request for Release of Funds.
ENVIRONMENTAL CERTIFICATION
The City of Tucson Housing & Community Development Department certifies to HUD that Ann Chanecka, Certifying Officer, in her capacity as Director of the City of Tucson, Housing & Community Development Department, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Tucson to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Tucson Housing & Community Development Department's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Tucson Housing & Community Development Department; (b) the City of Tucson Housing & Community Development Department has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD San Francisco Regional Office at One Sansome Street, Suite 1200, San Francisco, CA 94104 or via e-mail to [email protected]. Potential objectors should contact the HUD San Francisco Regional Office to verify the actual last day of the objection period.
