Precision Policing public safety efforts by TITANS detectives Thursday night led to the arrest of Rico Ransom, 22, who was on felony diversion as part of a deal for pleading guilty to the 2019 fatal shooting of Steven Shelton, 18, on 26th Avenue North, which resulted in a conviction for aggravated assault.
Ransom was driving a Dodge Challenger stopped by detectives on 39th Avenue North for dark window tint, including the windshield, and tinted plate over the license plate. He and his passenger, Ladarrion Cain, 19, were both in possession of stolen handguns. Ransom was also in possession of approximately one ounce of marijuana, a digital scale, and more than $3,000 cash. He is charged with theft of a firearm, gun possession during the commission of a felony, and felony marijuana possession. He is free on $8,500 bond.
Ransom was arrested in May of last year after he was found armed with a rifle while free on bond for the homicide and wearing an ankle monitor. He fled from police and tossed the gun which was recovered. In this case, Ransom was charged with two counts of felony evading, felony gun possession and driving on a revoked license.
In December 2025, Ransom was convicted of aggravated assault in relation to the 2019 homicide.
Cain is charged with theft of a firearm. He remains jailed on $1,500 bond. At the time of his arrest, Cain was free on $20,000 bond for evading arrest from a December 2025 incident. He was charged with theft of a firearm in August 2025.
