HONOLULU - The Hawaiʻi Department of Transportation (HDOT) and its federal, state, county and community partners remind Hawaiʻi motorists to move over or slow down when approaching emergency vehicles during Crash Responder Safety Week, Nov. 2-6 - and always.

Under Hawaiʻi's Move Over law, drivers approaching emergency vehicles that are stopped for emergencies must slow down or move over to leave a clear lane between the driver and the emergency vehicle. A video explanation of the law is available here and full text of the law can be found here.

Secondary traffic crashes are the number one cause of death for emergency responders nationwide. In Hawai'i, during 2025, 22 police officers, one ambulance worker, and two tow truck drivers were injured while responding to a call.

"First responders have a very small space to work in when responding to a crash." said Traffic Services Program Manager Torey Keltner. "It's critical for the public to follow the law. One of our officers was injured by a passing motorist while responding to a call. We sincerely appreciate the community's support in helping keep responders safe by slowing down and moving over."

As of June 5, 2026, the law now requires drivers to slow down and move over whenever they see someone on the side of the road with flashers on. Full text of Act 95 can be found here.
