Notice of Amendments to the USCIT Rules effective December 1, 2025; and Notice of Proposed Amendments for Comment Due by Close of Business November 24, 2025

On October 23, 2025, the United States Court of International Trade approved amendments to USCIT Rules and Forms as follows: Rules 84 and 87; and Forms 1; 1A Specific Instructions; 1A; 1B Specific Instructions; 1B; 2; 3; 4; 5; 6; 7; 7A; 8; 8A; 9; 10; 11; 12; 13; 14; 15; 17; 18; 18A; 19; 20; 21; 22; 23; 24; and General Instructions. These amendments were previously posted for comment on June 23, 2025. They will become effective December 1, 2025, and include certain technical changes.

When viewed on the USCIT website, deleted language appears with strikeovers, and new language appears in red.

Notice of the amendments was transmitted to various sources for publication. If you have obtained a hard copy of the Rules from a commercial publisher, you may wish to contact that publisher to determine when it will make the amendments available.

A copy of the amendments is available for review at the Court's website: www.cit.uscourts.gov.

In addition, pursuant to 28 U.S.C. § 2071(b), notice is hereby given of certain proposed amendments to Rule 74, Form 10, Form 13, and the Specific Instructions to Form 13.

This notice is given to provide the public, the bar and others interested in the work of the United States Court of International Trade with an opportunity to comment on the proposed amendments. All comments received will be forwarded to the Court for consideration.

When viewed on the USCIT Website, recommendations for language to be deleted will appear with strikeovers, and proposed new language will appear in red.
