LLM AMALIA shows Portugal’s potential

The first Large Language Model (LLM) developed in Portugal, called AMALIA, shows the country's capacity to head global-scale technological projects and contribute to Europe's strategic autonomy, as the Prime Minister stated today.

During the presentation, Luís Montenegro defended that Portugal must be "the promoter and beacon of the advances for future challenges", valuing the knowledge produced by the academic community and the involvement of public services in building innovative solutions for the country. The Prime Minister felt that "a country such as ours has huge potential" to develop international benchmark technology and take on a leading role in global projects.

Luís Montenegro stressed that artificial intelligence must represent concrete benefits for citizens and companies through integrating technology in daily life, simpler, more digital and swifter processes and Public Administration that is capable of generating progress. In this sense, he also noted the importance of continuing to value careers and investment in Public Administration, boosting the State's capacity to respond to the digital transformation challenges.

According to the Prime Minister, the State must be "at the core of the ecosystem", setting up the conditions for innovation and ensuring people's freedom. He deemed that Europe's strategic autonomy is an essential requirement to ensure the Independence of future generaqtions and called on a culture of overcoming and anticipating risks, capable of generating wealth, fighting poverty, and preparing the country for the challenges of the future.

Developed by a consortium of public universities, AMALIA shows Portugal's potential to place innovation at the service of the people, companies, and State modernisation.

To conclude, the Prime Minister reiterated the Government's commitment to innovation and State modernisation. "I promise we will continue to invest", he claimed.

What is LLM AMALIA

AMALIA - Assistente Multimodal Automático de Linguagem com Inteligência Artificial [Automatic Artificial Intelligence Multimodal Language Assistant] is the first open language model developed in European Portuguese. Set up by a consortium of Portuguese universities and research centres, it was trained to understand text, documents, images, and speech and is adapted to the Portuguese language, legal context, and reality.

The project, funded by the Recovery and Resilience Facility (PRR), represented an initial investment of 5.5 billion euros and a new stage is set for 2027 with an additional 1.5-milli9on-euro investment to evolve the model and boost the national artificial intelligence infrastructure.

Available using open code, AMALIA will allow the Public Administration bodies, enterprises, universities and research centres to develop applications. Its progressive integration in public services will support customer service, administrative process automation, managing knowledge, and decision-making, contributing to a simpler, more intelligent, and more digital State.
