Assembly Member George Martinez, who sponsored the ordinance and chairs the Assembly Community & Economic Development Committee, said, "This summer, young people across Anchorage will have access to safe, reliable, fare-free transportation to get to jobs, schools, parks, and community programs: no paperwork, no barriers-just the freedom to move."
Prior to this change, People Mover has been free for children under 5 years of age, with temporary free fares for youth during the summer. Historically, the Anchorage School District paid an annual sum of $28,000 in a contract with People Mover to offer middle and high school students free rides using their student ID. As a result of AO 2025-69, the Anchorage School District will reclaim those funds in the 2025-2026 operating budget.
The MOA Department of Public Transportation provided a Summary of Economic Effect (SEE) in advance of the meeting.
While the current, temporary free fare for youth is in effect this summer, AO 2025-69 establishes permanent free fares effective July 10, 2025.
