Service-level agreements under new budget model

As an important part of the implementation of the University Budget Model (UBM), Boise State worked with Facilities Operations and Maintenance (FOM) and the Office of Information Technology (OIT) to establish service-level agreements (SLAs) for both areas. FOM and OIT were selected due to the breadth of services they provide across the entire university. SLAs are a common mechanism for many universities to establish the expectations of service for critical infrastructure.

These SLAs took effect at the start of the UBM for FY27 on July 1, 2026. The FOM SLA and the OIT SLA are available on the departments' websites. Both SLAs contain further details about services provided and scheduling. A base level of service includes those services deemed essential to the campus (e.g., internet capabilities or building safety) and funded through FOM and OIT's annual operational budget. A pass-through service is a service provided by FOM or OIT that falls outside the scope of base level services and therefore requires cost recovery (at cost) or third-party support to meet the requested scope, timeline or service level. There may be services that, due to staffing levels or necessary expertise, FOM or OIT may not be able to provide (not provided services).

Questions regarding the FOM SLA should be directed to [email protected]. OIT SLA questions can be sent to [email protected]. For questions regarding the SLA governance process, visit the Budget Modernization Initiative website or email [email protected].
