Negative Declaration
Steuben County - The City of Hornell, as lead agency, has determined that the proposed Hornell Intermunicipal Sewer Improvements project will not have a significant adverse environmental impact. The action involves the public sewer infrastructure in the Hornell region extending throughout the City of Hornell (City), the Village of North Hornell (Village) and a portion of the Town of Hornellsville (Town). The sanitary collection system collects and conveys sanitary flow to a Water Pollution Control Plant (WPCP) owned and operated by the City. The system serves approximately 8,070 residents in the City, 780 residents in the Village, and 314 residents in the Town, while also serving a variety of commercial and institutional facilities and four (4) identified significant industrial users. The three (3) municipalities have undertaken the present evaluation, with a scope including four pump stations north of the City, trunk lines north of the City, and four City pump stations, to assess existing conditions, determine recommended improvements, and establish an implementation plan. The municipalities proposed the following improvements: Town - Replacement of three pump stations (new wet wells and pumping equipment) and replacement of aging trunk line piping; Village - Replacement of one pump station (new wet well and pumping equipment) and lining of trunk main piping; and City - Repair of four existing wet wells and replacement of aging pumping equipment. The project is located in multiple locations within the City of Hornell, the Village of North Hornell, and the Town of Hornellsville, New York.
